บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับปัจจัยแห่งความสำเร็จในการบริหารจัดการองค์กรปกครองส่วนท้องถิ่น 2) เพื่อศึกษาระดับทัศนคติของประชาชนต่อนโยบายการบริหารจัดการขยะมูลฝอยชุมชนในอำเภอเมือง จังหวัดสมุทรสาคร 3) เพื่อเปรียบเทียบปัจจัยส่วนบุคคลกับทัศนคติของประชาชนต่อนโยบายการบริหารจัดการขยะมูลฝอยชุมชนในอำเภอเมือง จังหวัดสมุทรสาคร และ 4) เพื่อศึกษาความสัมพันธ์ระหว่างปัจจัยแห่งความสำเร็จในการบริหารจัดการองค์กรปกครองส่วนท้องถิ่นกับทัศนคติของประชาชนต่อนโยบายการบริหารจัดการขยะมูลฝอยชุมชนในอำเภอเมือง จังหวัดสมุทรสาคร  งานวิจัยนี้เป็นการวิจัยเชิงปริมาณ ประชากรและกลุ่มตัวอย่างคือประชาชนที่มีชื่ออยู่ในทะเบียนบ้านในอำเภอเมือง จังหวัดสมุทรสาครที่มีอายุตั้งแต่18 ปีขึ้นไปโดยใช้วิธีการเก็บตัวอย่างแบบบังเอิญจำนวน 400 คน และใช้แบบสอบถามเป็นเครื่องมือในการวิจัย สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย  ส่วนเบี่ยงเบนมาตรฐาน  t-test One-way ANOVA และ สหสัมพันธ์ของเพียร์สัน

ผลการศึกษา พบว่า 1) ปัจจัยแห่งความสำเร็จในการบริหารจัดการองค์กรปกครองส่วนท้องถิ่นอยู่ในระดับปานกลาง 2) ทัศนคติของประชาชนต่อนโยบายการบริหารจัดการขยะมูลฝอยชุมชนในอำเภอเมือง จังหวัดสมุทรสาครอยู่ในระดับปานกลาง 3) ปัจจัยส่วนบุคคล จำแนกตามเพศ อายุ อาชีพ สถานภาพทางเศรษฐกิจของครอบครัว และจำนวนผู้พักอาศัยในครอบครัวที่แตกต่างกันมีทัศนคติของประชาชนต่อนโยบายการบริหารจัดการขยะมูลฝอยชุมชนในอำเภอเมือง จังหวัดสมุทรสาครไม่แตกต่างกันที่ระดับนัยสำคัญทางสถิติที่ 0.05ซึ่งไม่เป็นไปตามสมมติฐานที่ตั้งไว้ 4) ปัจจัยแห่งความสำเร็จในการบริหารจัดการองค์กรปกครองส่วนท้องถิ่นมีความสัมพันธ์กับทัศนคติของประชาชนต่อนโยบายการบริหารจัดการขยะมูลฝอยชุมชนในอำเภอเมือง จังหวัดสมุทรสาครที่ระดับนัยสำคัญทางสถิติที่ 0.05 ซึ่งเป็นไปตามสมมติฐาน

Abstract

The research objectives were: 1) to study the level of successful factors of local government management; 2) to study the level of the attitude of people toward the management policy of community garbage in Mueang district, Samut Sakhon province; 3) to compare demographic factors and the attitude of people toward the management policy of community garbage in Mueang district, Samut Sakhon province; and 4) to study the relation between the successful factors of local government management and the attitude of people toward the management policy of community garbage in Mueang district, Samut Sakhon province. The research employed a quantitative research methodology and the population and samples were residents with their names in Samut Sakhon province’s household registration. The research utilized an accidental sampling method to collect data from 400 members, using a questionnaire. The statistics were Percentage, Mean, S.D., t-test, One-way ANOVA, and Pearson’s Moment Product Correlation.

The results were as follows: 1) Overall, successful factors of local government management were moderate; 2) The attitude of people toward the management policy of community garbage in Mueang district, Samut Sakhon province was moderate; 3) The different demographic factors such as gender, age, occupation, family’s income, and amount of family member had the same level of attitude of people toward the management policy of community garbage in Mueang district, Samut Sakhon province was at the statistical significance level of 0.05; and 4) The successful factors of local government management related to the attitude of people toward the management policy of community garbage in Mueang district, Samut Sakhon province was at the statistical significance level of 0.05.
