การดำเนินงานตามมาตรฐานที่ส่งผลต่อการประกันคุณภาพการศึกษา ของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลาง

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการดำเนินงานตามมาตรฐานของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลาง 2) เพื่อศึกษาระดับผลการประกันคุณภาพการศึกษาตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลาง และ 3) เพื่อศึกษาการดำเนินงานตามมาตรฐานที่ส่งผลต่อการประกันคุณภาพการศึกษาของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลาง กลุ่มตัวอย่างการวิจัย คือ ศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตภาคกลาง จำนวน 351 แห่ง ได้มาโดยการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ซึ่งผ่านการตรวจสอบความตรงเชิงเนื้อหาโดยผู้ทรงคุณวุฒิและการหาค่าความเชื่อมั่นก่อนใช้จริง การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์ถดถอยพหุคูณ
ผลการวิจัยพบว่า 1) ผลการดำเนินงานตามมาตรฐานการดำเนินงานของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลาง 6 ด้าน โดยรวมอยู่ในระดับมาก โดยเฉพาะด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก และด้านบุคลากร ซึ่งสะท้อนให้เห็นว่าศูนย์พัฒนาเด็กเล็กมีการวางแผน จัดระบบ และพัฒนาครูผู้ดูแลเด็กอย่างจริงจัง แต่ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัยพบว่ายังมีดำเนินการน้อยกว่าด้านอื่น 2) ผลการประกันคุณภาพการศึกษาตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลาง 3 ด้าน โดยรวมอยู่ในระดับมาก โดยเฉพาะด้านกระบวนการดูแลจัดประสบการณ์ เรียนรู้ และเล่น สะท้อนว่าศูนย์พัฒนาเด็กเล็กมีระบบการจัดการเรียนรู้ที่เอื้อต่อการพัฒนาเด็กปฐมวัย และสามารถตอบสนองมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติได้ และ 3) การดำเนินงานตามมาตรฐานมีความสัมพันธ์เชิงบวกในระดับสูงมาก กับผลการประกันคุณภาพการศึกษาตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ โดยมีนัยสำคัญทางสถิติที่ระดับ .01 ผลการวิเคราะห์บ่งชี้ว่า เมื่อความเข้มแข็งของการดำเนินงานตามมาตรฐานทั้ง 6 ด้านเพิ่มขึ้น คุณภาพตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติย่อมสูงขึ้นในทิศทางเดียวกัน และจากการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน (Stepwise Multiple Regression) พบว่า มีตัวแปรจำนวน 5 ตัว ได้แก่ ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย ด้านการมีส่วนร่วมและส่งเสริมสนับสนุน และด้านบุคลากร ที่สามารถร่วมกันพยากรณ์ ผลการประกันคุณภาพการศึกษาของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตภาคกลางได้อย่างมีนัยสำคัญทางสถิติ โดยเฉพาะด้านการมีส่วนร่วมและส่งเสริมสนับสนุน และด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ซึ่งมีน้ำหนักในการพยากรณ์สูงสุดสองอันดับแรกสะท้อนให้เห็นความสำคัญของการมีส่วนร่วมและการบริหารจัดการที่มีประสิทธิภาพ ซึ่งจะช่วยยกระดับคุณภาพการศึกษาได้อย่างชัดเจน

Abstract

This research aimed to: (1) examine the level of operations in compliance with the standards of child development centers under local administrative organizations in the Central Region of Thailand; (2) determine the level of educational quality assurance outcomes in accordance with the National Standards for Early Childhood Development Centers of child development centers under local administrative organizations in the Central Region of Thailand; and (3) investigate the operations in compliance with the standards affecting educational quality assurance of child development centers under local administrative organizations in the Central Region of Thailand. The research sample comprised 351 child development centers under local administrative organizations in the Central Region of Thailand, selected through stratified random sampling. The research instrument was a five-point rating-scale questionnaire of which content validity was established through expert review and reliability was assessed prior to use. Data were analyzed using descriptive statistics, Pearson product–moment correlation, and multiple regression analysis.
The research results found that: 1) the overall level of operations in compliance with the standards across six domains of child development centers under local administrative organizations in the Central Region of Thailand was high In particular, the domains of child development center management and personnel showed the highest levels, reflecting concerted efforts in planning, systematization, and professional development of teachers and caregivers. In contrast, the domain of promoting early childhood development networks was implemented to a lesser extent than the other domains; 2) the overall level of educational quality assurance outcomes in accordance with the National Standards for Early Childhood Development Centers was high, especially in the domain of processes of care, provision of experiences, learning, and play. This indicates that child development centers have learning management systems conducive to early childhood development and are able to meet the national standards; and 3) the operations in compliance with the standards showed a very strong positive correlation with educational quality assurance outcomes under the National Standards, with statistical significance at the .01 level. The analysis indicates that, as the strength of compliance across the six domains increased, the quality aligned with the National Standards correspondingly rose.
A stepwise multiple regression analysis identified five significant predictors—academic and curriculum-based activities; child development center management; buildings, facilities, environment, and safety; participation and support; and personnel—that jointly and significantly predicted educational quality assurance outcomes of child development centers under local administrative organizations in the Central Region of Thailand. Among these, participation and support and child development center management exhibited the two largest predictive weights, underscoring the importance of stakeholder participation and effective management in clearly elevating educational quality.
