บทคัดย่อ

     งานวิจัยนี้มีวัตถุประสงค์ 1.เพื่อศึกษานโยบายการพัฒนาสหกรณ์เครดิตยูเนี่ยนในประเทศไทยตามหลักการประชาธิปไตยของสหกรณ์ 2.เพื่อศึกษาปัจจัยที่มีผลต่อนโยบายการพัฒนาสหกรณ์เครดิตยูเนี่ยนในประเทศไทยตามหลักการประชาธิปไตยของสหกรณ์ และ 3.เพื่อพัฒนาข้อเสนอแนะเชิงนโยบายการพัฒนาสหกรณ์เครดิตยูเนี่ยนในประเทศไทยตามหลักการประชาธิปไตยของสหกรณ์ โดยเป็นการวิจัยเชิงผสานวิธีเน้นที่การวิจัยเชิงปริมาณและเสริมด้วยข้อมูลเชิงคุณภาพ ประชากรในงานวิจัยเป็นบุคลากรของสหกรณ์เครดิตยูเนี่ยนที่ได้รับรางวัลดีเด่นจำนวน 11 แห่ง และกลุ่มตัวอย่างจำนวน 400 คน เครื่องมือในการวิจัยนี้ ได้แก่ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์สมการโครงสร้าง

ผลการวิจัยพบว่า 1)นโยบายการพัฒนาสหกรณ์เครดิตยูเนี่ยนในประเทศไทยตามหลักการประชาธิปไตยมีองค์ประกอบที่สำคัญคือ ด้านความสำเร็จในการดำเนินการและด้านคุณธรรม 5 ประการของสหกรณ์เครดิตยูเนี่ยน 2)ปัจจัยที่มีผลต่อนโยบายการพัฒนาประสิทธิผลของสหกรณ์เครดิตยูเนี่ยนในประเทศไทย ได้แก่ นโยบายการส่งเสริมการสหกรณ์  หลักการประชาธิปไตยของสหกรณ์ในประเทศไทย  และภาวะผู้นำในระบบสหกรณ์ และ 3)ข้อเสนอแนะเชิงนโยบายการพัฒนาสหกรณ์เครดิตยูเนี่ยนนั้น ได้แก่ ภาครัฐควรให้การสนับสนุนการดำเนินการต่างๆ แก่สหกรณ์ โดยไม่ควรออกกฎหมาย กฎเกณฑ์ หรือข้อบังคับที่เป็นอุปสรรคต่อการดำเนินการของสหกรณ์ สหกรณ์เครดิตยูเนี่ยนต้องยึดมั่นในหลักการประชาธิปไตยของสหกรณ์ในการดำเนินการต่างๆ อย่างเคร่งครัด ผู้บริหารสหกรณ์เครดิตยูเนี่ยนต้องมีภาวะผู้นำตามหลักการบริหารการจัดการที่ดี และ นโยบายการพัฒนาสหกรณ์เครดิตยูเนี่ยนในประเทศไทยต้องยึดมั่นตามหลักการประชาธิปไตย

Abstract

The objectives of this research were: 1) to study the development policy of Thai credit union cooperatives in Thailand upon the democratic principles of cooperative; 2) to study factors affecting the development policy of Thai credit union cooperatives in Thailand upon the democratic principles of cooperative; and 3) to propose policy guidelines for developing Thai credit union cooperatives in Thailand upon the democratic principles of cooperative. The research utilized mixed method focused on quantitative research and supported by qualitative data. The research population were employees of 11 outstanding award-winning credit union cooperatives, a sample of 400. The research tools were questionnaires for quantitative research and interview forms for qualitative research. Statistics used in quantitative data analysis were frequency, percentage, mean, standard deviation (S.D.) and structural equation modeling.

The results of the research were as follows: 1) The development policy of Thai credit union cooperatives in Thailand upon the democratic principle of cooperative had important components, consisting of  both operational success and 5 virtues of credit union cooperatives components; 2) Factors affecting the development policy of Thai credit union cooperatives in Thailand upon the democratic principles of cooperative composed of policy on promoting cooperatives, adhering to democratic principle of cooperatives, and leadership in the cooperative system; 3) Policy guidelines for developing Thai credit union cooperatives in Thailand upon the democratic principles of cooperative include that the government should provide support to cooperatives in their operations and should not issue laws, rules, or regulations that impede the cooperative’s operations, they must strictly adhere to the democratic principles of cooperative in their operations, executives should have leadership in accordance with good governance principles, and development policies in Thailand must adhere to democratic principles.
