บทคัดย่อ

     การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จของจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมของกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทย เพื่อพัฒนารูปแบบของการพัฒนาการจัดการความรับผิดชอบต่อสังคม และสิ่งแวดล้อมสำหรับกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทยอย่างยั่งยืน และนำเสนอแนวทางพัฒนาการจัดการความรับผิดชอบต่อสังคม และสิ่งแวดล้อมไปประยุกต์ใช้ในบริษัทสำหรับกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทย

     การวิจัยครั้งนี้ได้ศึกษาแนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้อง วิเคราะห์ สังเคราะห์ข้อมูลจากนั้นใช้เทคนิคเดลฟาย (Delphi Technique) ในการพัฒนารูปแบบของการจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมสำหรับกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทยอย่างยั่งยืนสู่การปฏิบัติได้จริง

     ผลการศึกษาพบว่าปัจจัยที่ส่งผลต่อความสำเร็จของจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมของกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทย ประกอบด้วย องค์ประกอบที่ 1 การประกอบธุรกิจด้วยความเป็นธรรม องค์ประกอบที่ 2 การกำกับดูแลกิจการที่ดี องค์ประกอบที่ 3 การเคารพสิทธิมนุษยชนและปฏิบัติต่อแรงงานอย่างเป็นธรรม องค์ประกอบที่ 4 นวัตกรรมและการเผยแพร่นวัตกรรมจากการดำเนินความรับผิดชอบต่อสังคม องค์ประกอบที่ 5 ความรับผิดชอบต่อผู้บริโภค องค์ประกอบที่ 6 การดูแลรักษาสิ่งแวดล้อม องค์ประกอบที่ 7 การร่วมพัฒนาชุมชนหรือสังคม องค์ประกอบที่ 8 การจัดทำรายงานด้านสังคมและสิ่งแวดล้อม รูปแบบของการพัฒนาการจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมสำหรับกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทยอย่างยั่งยืน ประกอบด้วย ปัจจัยนำเข้า (Input) เป็นความคาดหวังในการดำเนินงานด้านความรับผิดชอบต่อสังคมและสิ่งแวดล้อมของบริษัท (มหาชน) กลุ่มอุตสาหกรรมเหล็กในตลาด แบ่งได้เป็น บริบทภายใน ซึ่งเป็นบริบทองค์กรที่เกี่ยวข้องกับการดำเนินการด้านความรับผิดชอบต่อสังคม ได้แก่ (1) นโยบาย วิสัยทัศน์ และทัศนคติ และ (2) กลยุทธ์และแนวทางในการดำเนินการด้านความรับผิดชอบต่อสังคมและสิ่งแวดล้อม บริบทภายนอก ได้แก่ (1) การปฏิบัติตามมาตรฐานความรับผิดชอบต่อสังคมของกิจการ (2) การปฏิบัติตามหลักการกำกับดูแลกิจการที่ดีสำหรับบริษัทจดทะเบียนในตลาดหลักทรัพย์แห่งประเทศไทย และ3) การดำเนินธุรกิจด้วยความโปร่งใสและเป็นธรรม กระบวนการ (Process) ประกอบด้วย (1) การวิเคราะห์สภาพแวดล้อมองค์กร (2) การวางแผนในการดำเนินงานด้านความรับผิดชอบต่อสังคมและสิ่งแวดล้อมของบริษัท (มหาชน) กลุ่มอุตสาหกรรมเหล็กใน ตลาดหลักทรัพย์แห่งประเทศไทย (3) นโยบายในการดำเนินงานด้านความรับผิดชอบต่อสังคม และสิ่งแวดล้อมของบริษัท (มหาชน) กลุ่มอุตสาหกรรมเหล็กใน ตลาดหลักทรัพย์แห่งประเทศไทย (4) กลยุทธ์ในการดำเนินงานด้านความรับผิดชอบต่อสังคม และสิ่งแวดล้อมของบริษัท (มหาชน) กลุ่มอุตสาหกรรมเหล็กใน ตลาดหลักทรัพย์แห่งประเทศไทย (5) ประโยชน์ที่ได้รับจากการดำเนินงานด้านความรับผิดชอบต่อสังคมและสิ่งแวดล้อม ผลลัพธ์ (Output) ประกอบด้วย (1) ความสำเร็จของการดำเนินงานด้านความรับผิดชอบต่อสังคมและสิ่งแวดล้อมของบริษัท (มหาชน) กลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทย (2) การบรรลุวัตถุประสงค์ที่ตั้งไว้

     เสนอแนวทางพัฒนาการจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมไปประยุกต์ใช้ในบริษัทสำหรับกลุ่มอุตสาหกรรมเหล็กในตลาดหลักทรัพย์แห่งประเทศไทย จากข้อมูลการสังเคราะห์ที่ได้จากการวิจัยจึงได้จัดทำตัวอย่างรูปแบบการพัฒนาการจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมอย่างยั่งยืน ในแต่ละระดับขั้นออกมา เพื่อเป็นแนวทางสำหรับองค์กรที่ต้องการพัฒนาองค์กรด้านการจัดการความรับผิดชอบต่อสังคมและสิ่งแวดล้อมอย่างยั่งยืน

Abstract

The goals of this study were: 1) to investigate factors influencing the success of social and environmental responsibility management of the steel industry in the Stock Exchange of Thailand; 2) to develop a model for social responsibility management development; 3) to propose guidelines for building social and environmental responsibility management to be used in firms in the steel sector listed on the Thai Stock Exchange.

This research studied the concepts, theories, and related research through data analysis and synthesis. Then, the Delphi Technique was applied to develop a social and environmental responsibility management model for the steel industry in the Stock Exchange of Thailand, leading to sustainable and practical actions. The study’s findings indicated that the factors affecting the success of social and environmental responsibility management of the steel industry group in the Stock Exchange of Thailand consisted of components as follows:1) Fair Business Operations, Component;2) Good Corporate Governance, Component;3) Respecting Human Rights and Treating Labor Fairly, Component;4) Innovation and Dissemination of Innovation from the Implementation of Social Responsibility, Component;5) Responsibility to Consumers, Component;6) Environmental Preservation, Component;7) Community or Society Development Component; and 8) Social and Environmental reporting. The form of sustainable management of social and environmental responsibility for the steel industry group listed on the Stock Exchange of Thailand comprised inputs that are expected in the operations of social and environmental responsibility of the group of public firms. The steel industry in the market could be categorized into internal contexts, such as organizational contexts related to social responsibility operations, namely:(1) policies, visions, and attitudes; and (2) strategies and guidelines for social and environmental responsibility.  In terms of external contexts, they consisted of: (1) compliance with corporate social responsibility standards; (2) compliance with principles of good corporate governance for listed firms on the Stock Exchange of Thailand; and 3) conducting business with transparency and fairness. The process included: (1) an analysis of the organizational environment; (2) planning for social and environmental responsibility of public limited firms in the steel industry group listed in the Stock Exchange of Thailand; (3) a policy on corporate social responsibility and the environment of the public limited firms of steel industry group listed in the Stock Exchange of Thailand; (4) corporate social responsibility strategy and the environment of the public limited firms of the steel industry group listed in the Stock Exchange of Thailand; (5) benefits received from the implementation of social and environmental responsibility.

The output consisted of two parts: (1) the accomplishment of the success of the social and environmental responsibility activities of the steel industry public limited companies in the Stock Exchange of Thailand; and (2) the success of the objectives set out. The guidelines were proposed for developing social and environmental responsibility management to be applied in firms in the steel industry listed in the Stock Exchange of Thailand. According to the synthesis data obtained from the research, an example model for sustainable social and environmental responsibility management development was invented at each level to be a guideline for organizations that desire to develop a sustainable management organization in terms of social and environmental responsibility aspect.
