บทคัดย่อ

     โครงงานการจัดการสารเคมีอย่างปลอดภัยในโรงพยาบาลสมเด็จพระปิ่นเกล้า พร. จัดทำขึ้นจาก ปัญหาความเสี่ยงด้านสารเคมีที่เกิดขึ้นทั้งในระดับประเทศและในพื้นที่ปฏิบัติงานจริง โดยข้อมูล สถานการณ์ภัยด้านสารเคมีพบเหตุการณ์จำนวนมาก และจากการสำรวจภายในโรงพยาบาลพบว่าการ จัดการสารเคมียังไม่มีระบบที่เหมาะสม เช่น การจัดเก็บไม่เป็นหมวดหมู่ ขาดฉลากและเอกสารข้อมูล ความปลอดภัย (SDS) รวมถึงผู้ปฏิบัติงานขาดความรู้ในการใช้งานอย่างถูกต้อง ส่งผลให้เกิดความเสี่ยงต่อ สุขภาพ ความปลอดภัย และสิ่งแวดล้อม การดำเนินโครงงานครอบคลุมบริษัททำความสะอาด 2 บริษัท ได้แก่ บริษัท นิวอินเตอร์เนชั่นแนลเยนเนอรัล จำกัด และบริษัท ดวงบรรฎการ เซอร์วิส จำกัด ผลการดำเนินโครงงานพบว่า การบริหารจัดการสารเคมีทั้งด้านข้อมูล การจัดเก็บ และการใช้งาน มีแนวโน้มดีขึ้นอย่างชัดเจน โดยก่อนดำเนินโครงงาน บริษัท ดวงบรรฎการ เซอร์วิส จำกัด ผ่านเกณฑ์การ ประเมิน 9 ข้อ (ร้อยละ 45) และบริษัท นิวอินเตอร์เนชั่นแนลเยนเนอรัล จำกัด ผ่านเกณฑ์ 7 ข้อ (ร้อยละ 35) แต่หลังดำเนินโครงงาน ทั้งสองบริษัทผ่านเกณฑ์ครบทั้ง 20 ข้อ (ร้อยละ 100) ซึ่งบรรลุตัวชี้วัด ความสำเร็จของโครงงาน ในด้านการอบรมความรู้เกี่ยวกับสารเคมี พบว่าผลการประเมินความรู้หลังอบรม แสดงให้เห็นว่าพนักงานทั้งสองบริษัทมีคะแนนผ่านเกณฑ์ร้อยละ 100 เพิ่มขึ้นจากก่อนอบรม สะท้อนถึง ประสิทธิผลของการให้ความรู้ นอกจากนี้ การประเมินความเสี่ยงซ้ำในขั้นตอนการทำงานที่มีความเสี่ยงสูง ได้แก่ การดันฝุ่นและการปั่นเงาพื้น พบว่าระดับความเสี่ยงลดลงอยู่ในระดับปานกลาง โดยมีปัจจัยที่สามารถควบคุมและปรับปรุงได้ เช่น การใช้อุปกรณ์ป้องกันส่วนบุคคล ระบบป้องกันและตรวจจับ รวมถึง การจัดให้มีการเตือนและควบคุมความปลอดภัยที่เหมาะสม

Abstract

The Safe Chemical Management Project at Somdej Phra Pinklao Hospital was initiated in response to the chemical risks occurring both nationally and in the actual workplace. Data on chemical hazards revealed numerous incidents, and an internal survey at the hospital found that chemical management lacked an appropriate system. Issues included disorganized storage, insufficient labeling and Safety Data Sheets (SDS), and a lack of knowledge among staff regarding proper use. These actions resulted in risks to health, safety, and the environment. The project covered two cleaning companies: New International General Co., Ltd. and Duang Banthakan Service Co., Ltd. The project results showed a significant improvement in chemical management, including information, storage, and usage. Before the project, Duang Banthakan Service Co., Ltd. met 9 evaluation criteria (45%), and New International General Co., Ltd. met 7 criteria (35%). After the project, both companies met all 20 criteria (100%), achieving the project’s success indicator. Regarding chemical knowledge training, post-training evaluations showed that employees from both companies achieved a 100% pass rate, asignificant increase from before the training. Reflecting the effectiveness of the education provided, reassessment of risk in high-risk work processes, such as dusting and floor polishing, revealed a moderate reduction in risk levels. Factors that could be controlled and improved included the use of personal protective equipment, safety and detection systems, and the provision of appropriate safety warnings and controls.
