บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาการปฏิบัติตามนโยบายและการนำมาตรการภาครัฐไปปฏิบัติในการปรับตัวของการบริการธุรกิจร้านอาหารในช่วงวิกฤติโควิด 2. เพื่อศึกษาปัจจัยของประสิทธิผลการนำนโยบายและมาตรการภาครัฐไปปฏิบัติในการปรับตัวของการบริการธุรกิจร้านอาหารในช่วงวิกฤติโควิด และ เพื่อเสนอแนวทางการพัฒนาที่จะเพิ่มระดับการปฏิบัติตามนโยบายและมาตรการภาครัฐไปปฏิบัติในการปรับตัวของการบริการธุรกิจร้านอาหารในช่วงวิกฤติโควิด

การวิจัยนี้เป็นการวิจัยเชิงปริมาณ ประชากรการวิจัย คือ ผู้เข้าใช้บริการธุรกิจร้านอาหารในพื้นที่เขตวัฒนาในบริเวณซอยสุขุมวิท 55 (ซอยทองหล่อ) และ เอกมัย ซึ่งไม่สามารถทราบจำนวนประชากรที่แน่นอนโดยกลุ่มตัวอย่างการวิจัย 400 คน โดยมีแบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล สถิติที่ใช้ประกอบด้วย สถิติเชิงพรรณนา ได้แก่ ร้อยละ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน ได้แก่ สัมประสิทธิ์สหสัมพันธ์เพียร์สัน และ การวิเคราะห์สมการถดถอยพหุแบบขั้นตอน (stepwise)

ผลการศึกษาพบว่า ระดับประสิทธิผลการนำนโยบายการป้องกันและควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหาร อยู่ในระดับมาก และปัจจัยที่มีผลต่อประสิทธิผลการนำนโยบายการป้องกันและควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหาร ผลการทดสอบสมมติฐาน พบว่า ปัจจัยด้านความรู้และความเข้าใจ X2 สามารถพยากรณ์ประสิทธิผลการนำนโยบายการป้องกันและควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหาร

ข้อเสนอแนะในการวิจัยครั้งนี้ประกอบด้วย (1) ภาครัฐควรมีการปรับปรุง และปรับเปลี่ยนนโยบายให้สอดคล้องต่อสถานการณ์ปัจจุบันที่เปลี่ยนไปตลอดเวลา (2) ภาครัฐควรให้ประชาชนมีส่วนร่วม และรับฟังความคิดเห็นจากประชาชนในการกำหนดนโยบาย เพื่อร่วมกันแก้ปัญหาและหาทางออกของสภาพเศรษฐกิจที่ผู้ประกอบการร้านอาหารได้เผชิญอยู่ในปัจจุบัน (3) ภาครัฐควรมีการจัดการทำคู่มือเกี่ยวกับความรู้และความเข้าใจของนโยบายการป้องกัน และการควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 เพื่อสร้างความรู้และความเข้าใจที่ถูกต้องต่ออันตรายของโรคติดเชื้อนี้ และควรมอบหมายให้หน่วยงานในพื้นที่ต่างๆสร้างความรู้และความเข้าใจให้แก่ประชาชนในพื้นที่ สำหรับข้อเสนอแนะในการทำวิจัยครั้งต่อไป ควรมีการศึกษาปัจจัยอื่นๆที่มีผลต่อความสำเร็จในการนำนโยบายของภาครัฐไปปฏิบัติ

Abstract

The objectives of this research were: 1) to study the implementation of policies and the implementation of government measures in the adjustment of restaurant business services during the Covid 19 pandemic; 2) to study the factors of effectiveness in implementing government policies and measures in the adjustment of restaurant business services during the Covid 19 pandemic; 3) to propose development guidelines that would increase the level of compliance with government policies, and measures to implement the adjustment of restaurant business services during the Covid 19 pandemic.

This research was a quatitative research and the research population was the customers of restaurants in Wattana district, focusing on the area of soi Sukumvit 55 (Thonglor) and Ekkamai, which was unknown population and research sample was 400 sets. The research employed the questionnaire as a tool of collecting information. Descriptive statistics utilized in the study was the frequency, percentage, mean and standard deviation, and inferential statistics was Pearson’s correlation coefficient analysis and multiple regression (Stepwise).

The results showed that the level of effectiveness of implementing the prevention and control of the coronavirus disease 2019 policy in the case of restaurant business was at a high level and the Knowledge and Understanding factors (X2) could predict effectiveness of implementing prevention and control of the coronavirus disease 2019 policy in the case of restaurant businesses.

The suggestions were as follows: (1) The government should improve and adjust the policy in accordance with the current situation that changes all the time; (2) The government should allow people to participate and listen to their opinions to fomulating the policies in order to solve the problem in long term and also to find the solutions of current economic  that restaurant businesses are facing; (3) The government should create a manual on knowledge to help a people to understand the prevention policy on how the government controls the spread of the coronavirus disease 2019 in order to create accurate knowledge and understanding of the dangers of this infectious disease. Moreover, the government should assign to the agencies in different areas to create knowledge and understanding for people in the area. The suggestion for futher studies were that futher research should examine the other factors that affect the success of government policy implementation of restaurant business.
