บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาบทบาททางการเมืองในจังหวัดเชียงใหม่ของนายธวัชวงศ์ ณ เชียงใหม่ ในฐานะเจ้านายฝ่ายเหนือ ในช่วง พ.ศ. 2531 – 2565 และ 2. สร้างองค์ความรู้เกี่ยวกับกลไกทางการเมือง ปัจจัยแห่งความสำเร็จทางการเมือง และแนวทางการตัดสินใจทางการเมือง

การวิจัยนี้เป็นการวิจัยแบบผสานวิธี (Mixed Methods Research) เน้นการวิจัยเชิงคุณภาพ โดยใช้วิธีการวิจัยเอกสาร (Documentary Research) การสัมภาษณ์แบบเจาะลึก (In-depth Interview) และการวิจัยเชิงปริมาณโดยใช้แบบสอบถาม (Questionnaire) เป็นเครื่องมือในการเก็บรวบรวมข้อมูล ซึ่งมีผู้ให้ข้อมูลสำคัญในการวิจัยเชิงคุณภาพ คือ กลุ่มนักการเมือง และกลุ่มที่ไม่เป็นนักการเมือง และประชากรในการวิจัยเชิงปริมาณ คือ ประชาชนที่อาศัยอยู่ในเขตเลือกตั้งที่ 3 จังหวัดเชียงใหม่ ประกอบด้วย อำเภอสันกำแพง (ยกเว้นตำบลแช่ช้าง ตำบลสันกลาง ตำบลบวกค้าง) อำเภอแม่ออน และอำเภอดอยสะเก็ด มีกลุ่มตัวอย่างจำนวน 400 คน โดยใช้การวิเคราะห์เนื้อหา (Content Analysis) และใช้สถิติเชิงพรรณนา ได้แก่ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษาพบว่า บทบาททางการเมืองนอกเหนือที่กฎหมายบัญญัติ อาทิ การลงพื้นที่พบปะชาวบ้าน การร่วมงานสังคม และการเข้าถึงชาวบ้าน เป็นกลไกทางการเมืองที่สำคัญในการแสดงบทบาททางการเมืองของนายธวัชวงศ์ ณ เชียงใหม่ และมีการใช้ความเป็นเจ้านายฝ่ายเหนือเป็นกลไกทางการเมืองน้อยมาก เพื่อลดช่องว่างระหว่างประชาชนกับนักการเมือง ในส่วนของปัจจัยแห่งความสำเร็จของนายธวัชวงศ์ ณ เชียงใหม่ คือ การเป็นที่รู้จักและการสร้างความเชื่อมั่นใน ความรักแผ่นดินเกิดผ่านการแสดงบทบาทการเป็นทายาทตระกูล ณ เชียงใหม่ แต่ในอีกทางหนึ่ง ความเป็นเจ้านายฝ่ายเหนือไม่ได้ส่งผลต่อการตัดสินใจทางการเมืองของนายธวัชวงศ์ ณ เชียงใหม่

ข้อเสนอแนะเกี่ยวกับบทบาททางการเมืองที่นักการเมืองจะใช้เป็นกลไกในการทำงานการเมือง ปัจจัยแห่งความสำเร็จ และแนวทางการตัดสินใจทางการเมืองที่สำคัญ ดังนี้

1) ความภักดีทางการเมือง (Political Loyalty) เป็นกลไกในการทำงานการเมืองที่ส่งผลต่อความสำเร็จในการทำงานการเมืองของนายธวัชวงศ์ ณ เชียงใหม่ โดยการยึดมั่นร่วมงานการเมืองกับพลเอก ชวลิต ยงใจยุทธ ภายใต้หลักคิด “การมีหัวหน้าเพียงคนเดียว” ในฐานะบุคคลสำคัญในชีวิตการเมืองของนายธวัชวงศ์ ณ เชียงใหม่

2) การใช้วิธีการลงพื้นที่พบปะประชาชน การเข้าร่วมกิจกรรมทางสังคม และการเข้าถึงชาวบ้านอย่างเรียบง่าย เป็นกลไกในการทำงานการเมืองจนประสบความสำเร็จของนายธวัชวงศ์

3) การเป็นชนชั้นนำ (เจ้านายฝ่ายเหนือ) เป็นปัจจัยสนับสนุนความสำเร็จของนายธวัชวงศ์ ณ เชียงใหม่

4) นายธวัชวงศ์ ณ เชียงใหม่ มีแนวทางการตัดสินใจทางการเมืองโดยลดช่องว่างระหว่างประชาชนกับนักการเมือง ไม่ใช้ความเป็นเจ้านายฝ่ายเหนือหรือชนชั้นนำ เป็นกลไกในการทำงานการเมือง

Abstract

This research aimed to investigate the political influence and engagements of Mr. Thawatwong Na-Chiangmai, who served the Northern Kingdom of Chiang Mai from 1988 to 2022, He contributed to the development of a comprehensive understanding of political machinery, success factors, and guidelines for political decision-making. Based on a mixed-method research approach, this study utilized a variety of data collection techniques, including documentary research, in-depth interviews, and questionnaires. In this study, the 400 research participants were segregated into two distinct groups: the qualitative research population, consisting of politicians and non-politicians; and the quantitative research population, comprising residents living in the 3rd Constituency of Chiang Mai Province. To analyze the data, content analysis and descriptive statistics techniques were employed, specifically the calculation of mean and standard deviation.

The study revealed that Mr.Thawatwong Na-Chiangmai’s political efficacy extended beyond the legal framework, and encompassed social engagement and accessibility to local residents. These factors were identified as significant political machinery that underscored Mr. Na Chiangmai’s political influence and role. Furthermore, the utilization of Northern lordship as a political machinery was minimal in bridging the gap between citizens and politicians. Regarding the success factors attributed to Mr. Thawatwong Na-Chiangmai, the importance of his familiarity with, and devotion to his birthplace, as well as his role as the heir to the Na-Chiangmai family, collectively engendered a sense of trust and confidence among his constituents. On the other hand, Mr.Thawatwong Na-Chiangmai’s status as a Northern lord did not influence his political decision-making. Nonetheless, suggestions on the political machinery that politicians may utilize to enhance their effectiveness in political work, and identify succ ess factors and guidelines for making crucial political decisions are as follow; 1) Mr. Thawatwong Na-Chiangmai followed the principles of the political loyalty or “Only one leader policy,” and held in esteem the respect and honor of significant individuals in his political circle; 2) Mr. Thawatwong Na-Chiangmai considered visiting and engaging with the villagers an effective tactic for fostering social connections and accessing their perspectives, which were crucial in his political work; 3) This elitism was a supporting factor for the success of Mr. Thawatwong Na-Chiangmai; 4) The approach of not using superiority or elitism was a political strategy that helped narrow the gap between citizens and politicians.
