บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัญหาและอุปสรรคการจัดการร้านอาหารภายใต้มาตรฐานอาหารฮาลาล  2) เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จของการจัดการร้านอาหารภายใต้มาตรฐานอาหารฮาลาลใน 3 จังหวัดชายแดนภาคใต้ของประเทศไทย 3) เพื่อเสนอแนวทางการจัดการร้านอาหารภายใต้มาตรฐานอาหารฮาลาลใน 3 จังหวัดชายแดนภาคใต้ของประเทศไทย  4) เพื่อเสนอแนวทางเชิงนโยบายสำหรับภาครัฐในการส่งเสริมการจัดการร้านอาหารภายใต้มาตรฐานอาหารฮาลาลใน 3 จังหวัดชายแดนภาคใต้ของประเทศไทย การศึกษาครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ กลุ่มเป้าหมายในการให้ข้อมูลประกอบด้วย ผู้ประกอบการร้านอาหารที่ขอรับรองมาตรฐานอาหารฮาลาล ต่อเนื่องกันอย่างน้อย 3 ปี จำนวน 13 คน ผู้ประกอบการร้านอาหารที่ไม่ขอรับรองมาตรฐานอาหารฮาลาล จำนวน 15 คน ด้วยการสัมภาษณ์เชิงลึกและกลุ่มนักวิชาการหรือผู้เชี่ยวชาญ จำนวน 5 ท่าน ทางด้านสาธารณสุขศาสตร์ และกรรมการสมาคมธุรกิจอาหาร ด้วยการจัดทำประชุมกลุ่มผ่านการทำเวทีรับฟังความคิดเห็น (Expert Forum) ทำวิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา และผลการศึกษาได้นำแนวทฤษฎี POLC มาใช้ในการวิเคราะห์ปัญหา และเพื่อหาแนวทางในการจัดการร้านอาหารภายใต้มาตรฐานฮาลาล

ผลจากการศึกษาปัญหาและอุปสรรค พบว่า สถานที่ไม่เอื้ออำนวยต่อการปฏิบัติตามข้อกำหนดมาตรฐานฮาลาล วัตถุดิบบางประเภทไม่มีเครื่องหมายฮาลาล ความสามารถและคุณสมบัติเฉพาะด้านของพนักงานไม่เป็นไปตามเกณฑ์ที่ผู้ประกอบการกำหนด ผู้ประกอบการร้านอาหารไม่ได้ให้ความสำคัญกับการมีเครื่องหมายฮาลาลมีทัศนคติว่าตนเองเป็นมุสลิม ไม่ทราบรายละเอียดเกี่ยวกับระบบและขั้นตอนต่างๆในการขอรับรอง ปัจจัยที่มีผลต่อความสำเร็จของการจัดการร้านอาหารภายใต้มาตรฐานอาหารฮาลาล พบว่า ผู้ประกอบการมีการวางแผนในด้านทำเลที่ตั้ง ที่จอดรถ สภาพแวดล้อม กลุ่มเป้าหมายผู้บริโภค การจัดองค์การได้จัดหาวัตถุดิบฮาลาลจากแหล่งที่น่าเชื่อถือได้  มีกำหนดหน้าที่ความรับผิดชอบของพนักงานที่ชัดเจน ผู้ประกอบการมีการพัฒนาศักยภาพด้านทักษะต่างๆให้แก่พนักงาน มีการควบคุมแหล่งที่มาของวัตถุดิบ ขบวนการผลิต การจัดเก็บ การขนส่งและบริการ มีการปฏิบัติตามบทบัญญัติศาสนาอิสลามและข้อกำหนดมาตรฐานอาหารฮาลาลอย่างเคร่งครัด และผู้บริโภคความเชื่อมั่นเลือกร้านอาหารที่เจ้าของเป็นมุสลิม  แนวทางในการจัดการร้านอาหารภายใต้มาตรฐานอาหารฮาลาลในสามจังหวัดชายแดนภาคใต้ ดังนี้คือ ด้านการวางแผน  ควรมีการศึกษาสภาพแวดล้อม ทำเลที่ตั้ง กลุ่มเป้าหมาย  แหล่งวัตถุดิบ พนักงาน เงินทุนหมุนเวียน ด้านการจัดองค์การ ควรมีการจัดโครงสร้าง และข้อกำหนดของร้านที่เป็นระบบ การจัดหาวัตถุดิบฮาลาลที่มีคุณภาพ พนักงานมีทักษะกับหน้าที่ที่รับผิดชอบ   และมีเงินทุนหมุนเวียนเพียงพอ  ด้านการนำควรมีการสร้างแรงจูงใจให้แก่พนักงานด้านสวัสดิการต่าง ๆ และพัฒนาศักยภาพ ด้านการควบคุมควรมีการควบคุมเพื่อให้กระบวนการจัดหาวัตถุดิบ กระบวนการผลิต และการบริการถูกต้องตามบทบัญญัติศาสนาอิสลาม และข้อกำหนดมาตรฐานอาหารฮาลาล  ควรให้ความรู้และความเข้าใจที่ถูกต้องเกี่ยวกับหลักฮาลาล กระบวนการขอรับรองมาตรฐานฮาลาลที่กระชับ ระยะเวลาการรับรองมาตรฐานจาก 1 ปี เป็น 5 ปี ลดค่าใช้จ่ายในการขอรับรอง ภาครัฐควรมีกลไกและมาตรการในการส่งเสริมประชาสัมพันธ์ ยกระดับธุรกิจที่เกี่ยวข้องกับอาหารฮาลาล เพื่อให้ร้านอาหารฮาลาลได้เล็งเห็นถึงความสำคัญของเครื่องหมายฮาลาลมากขึ้น

Abstract

The objectives of this research were: 1) to study  food shop management problems under Halal food standards, 2) to study factors affecting the success of  food shop management under Halal food standards in three Southernmost provinces of Thailand, 3) to recommend guidelines for managing  food shop under Halal food standards in the three Southernmost provinces of Thailand, 4) to propose policy guidelines for the public sector in promoting  food shop management under Halal food standards in the three Southernmost provinces of Thailand.  This study used qualitative research method where the target groups providing information consisted of 13 informants from food shop entrepreneurs requesting Halal brand certification for food standards for at least 3 years, 15 informants from food shop entrepreneur that do not have a Halal brand with an in-depth interview technique, and a group of 5 experts with a focus group through the expert forum for data analysis. For results of the study, POLC theory was used to analyze the problems and find the ways to manage a food shop under the Halal standard. The result analysis indicated that the location was not conducive to compliance with the Halal standard requirements. Some types of raw materials did not have Halal marks and the ability and specific qualifications of the employees did not follow the owner of a food shop. The owners of the food shop do not pay attention to the Halal brand because they have the attitude that they are Muslims. They did not know details about the system and the process for requesting a certificate. In addition, the food shops did not give attention to the Halal brand in the store due to the social and cultural context in the three Southern border provinces and that the shop owners were Muslim. Therefore, they were trusted by consumers in these specific areas. Factors affecting the success of a food shop management under the Halal standard consisted of the owner of food shop having a plan about the location, such as, parking are and the environments, target groups of consumers, organization management providing Halal raw materials from reliable water sources, as well as clear assignments for employees. Moreover, the owner has potential development in various skills for the employees, such as the control of raw material sources, production and storage, transport and service processes which were done by Muslim employees. These processes were strictly complying with Islamic law and the Halal standard requirements. The guidelines for food shops management in the three Southern border provinces have been provided in order to create confidence among consumers in general. The planning perspective should involve environmental study covering location, target customers, raw material, resources, employees and working capital in order to be sufficient to manage smoothly in the organizational management. In organizing perspective, there should be a systematic structure of the shop including clear management and coexistence requirements in the organization. In control perspective, it should have a regulation regarding halal food standards in order to provide the raw material, production and service according to Islamic provisions Halal food standards as well as personal hygienic requirements. Knowledge and understanding about halal standards should be also provided to food shop owners. The process of requesting a Halal certification should be convenient. Period of the Halal certification should be extended from 1 year to 5 years and the cost for the certification should be reduced. The government should also have systems and mechanisms to promote the business related to halal food so that the halal food shops gives more attention for the importance of halal branding.
