บทคัดย่อ

สำนักงานเขตสัมพันธวงศ์เป็นองค์กรที่มีบทบาทสำคัญยิ่ง ต่อการให้บริการประชาชนในเขตพื้นที่กรุงเทพมหานคร อาจกล่าวได้ว่าเป็นส่วนราชการที่มีข้าราชการคอยให้บริการประชาชนนับตั้งแต่เกิดจนตาย ซึ่งมีหน้าที่บำบัดทุกข์ บำรุงสุขให้กับประชาชน และบริการประชาชนที่มาติดต่อขอรับบริการ การศึกษาวิจัยเรื่องปัจจัยที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของข้าราชการสำนักงานเขตสัมพันธวงศ์มีวัตถุประสงค์เพื่อศึกษาประสิทธิภาพ รวมทั้งปัจจัยที่ส่งผลต่อประสิทธิภาพในการปฏิบัติงาน และข้อเสนอแนะแนวทางในการเสริมสร้างประสิทธิภาพในการปฏิบัติงานของข้าราชการสำนักงานเขตสัมพันธวงศ์ โดยใช้ระเบียบวิธีวิจัยเชิงปริมาณและใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากข้าราชการของสำนักงานเขตสมพันธวงศ์ทั้งหมด สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ สำหรับการทดสอบสมมติฐานการวิจัยเพื่อหาความสัมพันธ์ระหว่างตัวแปรด้วยการหาค่าไคสแควร์ และหาทิศทางความสัมพันธ์จากการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบ Gamma ที่ระดับนัยสำคัญทางสถิติที่ระดับ .05

ผลการศึกษาพบว่า 1) ข้าราชการสำนักงานเขตสัมพันธวงค์ส่วนใหญ่มีการประเมินประสิทธิภาพในการปฏิบัติงานอยู่กลุ่มระดับดี 2) ปัจจัยที่มีความสัมพันธ์ต่อประสิทธิภาพในการปฏิบัติงานของข้าราชการสำนักงานเขตสัมพันธวงค์อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ได้แก่ ระดับการศึกษาที่แตกต่างกัน ระดับตำแหน่งงานที่แตกต่างกัน การยอมรับนับถือ และสัมพันธภาพกับเพื่อนร่วมงาน 3) ข้อเสนอแนะในการเสริมสร้างประสิทธิภาพการปฏิบัติงานของข้าราชการสำนักงานเขตสัมพันธวงศ์ คือ ควรให้ความสำคัญกับโครงสร้างองค์กร โดยเฉพาะโครงสร้างของแต่ละหน่วยงาน เนื่องจากเกี่ยวข้องโดยตรงกับบุคลากร ผู้บังคับบัญชาควรให้ความสำคัญ และส่งเสริมด้านความสามารถของบุคลากรให้เกิดการพัฒนาประสิทธิภาพในการปฏิบัติงาน เช่น เปิดโอกาสให้บุคลากรใช้ความสามารถ ไหวพริบปฏิภาณ วิธีการ การตัดสินใจในการแก้ปัญหาได้อย่างเต็มที่ ควรให้การสนับสนุนส่งเสริมในการพัฒนาศักยภาพของบุคลากร เช่น ส่งเข้าอบรมโครงการต่าง ๆ ผู้บังคับบัญชาควรให้คำแนะนำปรึกษา และชี้แจงเกี่ยวกับงานในหน้าที่รับผิดชอบที่ต้องปฏิบัติให้ชัดเจน ข้อเสนอแนะในการทำวิจัยครั้งต่อไป ควรทำการศึกษาเพิ่มเติมถึงปัจจัย ที่มีผลต่อประสิทธิภาพการปฏิบัติงาน ในส่วนของระดับผู้บริหารงาน เพื่อให้ทราบปัจจัยในการบริหาร และนำมาบูรณาการในการพัฒนาประสิทธิภาพในการปฏิบัติงานต่อไป

Abstract

Samphanthawong District Office is an important organization to service people in the Bangkok area. It can be said that it is the government office section that the officials provide service to the people from the birth to the death. They have to alleviate suffering, increasing happiness and servicing for people. In their operation of human resources in the organization, they must use to performance the duties in response to needs of service recipients. The title of this research is the factors affecting the performance efficiency of Government Officials in the Samphanthawong District Office, Bangkok and has the objectives to study the efficiencies including  the factors that affected the efficiencies in performance and the suggestion for efficiencies reinforcement in performance of the Government Officials in the Samphanthawong District Office by using the quantitative research methodology and questionnaires as tools for data collection from the government officials in the Samphanthawong District Office. The statistics used for data analysis were frequency and percentage. The research hypothesis testing for searching the relation between variables was chi-square. As for the relation direction, Gamma correlation analysis was used at statistical significance level .05.

The results of study were: 1) most of the government officials in the Samphanthawong District Office had the performance efficiencies at good level, 2) the factors effected to the performance efficiencies of the government officials in the Samphanthawong District Office at statistical significance 0.05 were the difference of educational level, the difference of position level, the recognition, and the relationship with workmates, 3) the suggestion for reinforcement in performance efficiencies of the government officials in the Samphanthawong District Office were providing the significance of the organization structure, especially the structure of each department because it was directly related to the personnel. Also, it was found that the supervisor should pay more attention and reinforce in the personnel ability to improve the performance efficiencies and opportunity should be given to the personnel according to his/her ability such as intelligent, the method of decision making of problem solving. There should be some provisions to enhance personnel competency such as training in various projects in which the supervisor should be given some suggestion and explanation about responsible work for performance clearly. The suggestion for next research was that there should be more studies about the factors affecting performance efficiencies of the exclusive levels to find the factors of administration which would lead to integration for the development of the performance efficiency future.
