บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสถานการณ์ของการบริหารจัดการแบดมินตันสู่การเป็นอาชีพในประเทศไทย 2) เพื่อศึกษาคุณลักษณะของการบริหารจัดการแบดมินตันอาชีพอย่างยั่งยืนในประเทศไทย และ 3) เพื่อหาข้อเสนอแนะทางการบริหารจัดการแบดมินตันสู่การเป็นแบดมินตันอาชีพอย่างยั่งยืนในประเทศไทย การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยมีการเลือกเฉพาะเจาะจงผู้ให้ข้อมูลสำคัญที่เกี่ยวข้องในวงการแบดมินตันประกอบด้วย กลุ่มนักกีฬา กลุ่มผู้ฝีกสอน กลุ่มผู้สนับสนุนภาคเอกชน กลุ่มผู้สนับสนุนภาครัฐ กลุ่มกรรมการผู้ตัดสิน กลุ่มสโมสรแบดมินตัน และกลุ่มผู้ปกครองและผู้ดูแลนักกีฬา การวิจัยครั้งนี้ใช้เทคนิคการสัมภาษณ์เจาะลึกรายบุคคล การสนทนากลุ่ม และการสังเกตการณ์ โดยศึกษาเกี่ยวกับการบริหารจัดการที่มีประสิทธิผลใน 5 มิติ คือ มิติด้านภาวะผู้นำ มิติด้านระบบ มิติด้านการจัดการทุนมนุษย์ มิติด้านนโยบายภาครัฐ และมิติด้านความยั่งยืนของการบริหารจัดการ

ผลการศึกษาคุณลักษณะของการบริหารจัดการแบดมินตันสู่การเป็นแบดมินตันอาชีพอย่างยั่งยืน พบว่า 1) มิติด้านภาวะผู้นำ ได้แก่ ความคิดริเริ่มสร้างสรรค์ การนำนวัตกรรมทางการบริหารจัดการของผู้นำ การมีวิสัยทัศน์ การนำองค์กร การกล้าตัดสินใจ การพัฒนารูปแบบการจัดการจากต่างประเทศมาปรับใช้ การจัดหาเงินทุนและหาผู้สนับสนุนทางการเงิน 2) มิติด้านระบบ ได้แก่ ระบบสนับสนุนทางการเงินภาครัฐและภาคเอกชน ระบบการสร้างมูลค่าเพิ่มให้บุคลากรทางการกีฬา ระบบการท่องเที่ยวเชิงกีฬา 3) มิติด้านการจัดการทุนมนุษย์ ได้แก่ การจัดการและพัฒนาด้านทุนมนุษย์ เช่น นักกีฬา ผู้ฝึกสอน กรรมการผู้ตัดสิน และผู้จัดการทีม การจัดการวิทยาศาสตร์การกีฬา การจัดการระบบการศึกษา 4) มิติด้านนโยบายของภาครัฐ ได้แก่ นโยบายและการส่งเสริมแบดมินตันอาชีพ การมีส่วนร่วมระหว่างภาครัฐและผู้สนับสนุนในการส่งเสริมกีฬาอาชีพ การลดหย่อนภาษีให้ผู้ที่เข้ามาสนับสนุนทางการเงิน 5) มิติด้านความยั่งยืนของการบริหารจัดการ ได้แก่ ความสำเร็จตามวัตถุประสงค์ขององค์กรทางเศรษฐกิจ ความสำเร็จตามวัตถุประสงค์ขององค์กรทางสังคม ส่วนปัญหาที่พบได้แก่ ปัญหาด้านงบประมาณ ปัญหาการพัฒนาแบดมินตันที่ไม่ทั่วถึง ปัญหาด้านการศึกษาที่ไม่เอื้อต่อการพัฒนาของนักกีฬา และปัญหาการขาดความรู้ความเข้าใจในการบริหารจัดการแบดมินตันสู่การเป็นแบดมินตันอาชีพ แนวทางในการแก้ไขปัญหา ได้แก่ สมาคมกีฬาแบดมินตันแห่งประเทศไทย ในพระบรมราชูปถัมภ์ควรให้การสนับสนุนสโมสรที่มีความพร้อมและมีศักยภาพในการสร้างและพัฒนานักกีฬาอย่างต่อเนื่อง ภาครัฐควรผลักดันนโยบายส่งเสริมให้ผู้สนับสนุนกล้าลงทุนในอุตสาหกรรมกีฬา และนโยบายทางการศึกษาที่เอื้ออำนวยให้นักกีฬาฝึกซ้อมแบบมืออาชีพ

Abstract

The purposes of this study were: 1) to study the situation of badminton management towards a sustainable professional badminton sports in Thailand; 2) to study the characteristics of a sustainable professional badminton sports in Thailand; and 3) to find effective recommendations on badminton management towards a sustainable professional badminton sports in Thailand. This research was qualitative research in which a specific selecting method of purposive sampling was used to select the key informants involved in the field of badminton. The sample consisted of athletes, coaches, private sector supporters, government supporters, referees, Badminton Association of Thailand, player’s families, and proctors groups. This research used in-depth interviewing techniques on individuals, focus groups, and observation, to study effective management in 5 dimensions: leadership dimension; system dimension; human capital management dimension; government policy dimension, and the sustainability of management dimension.

The results of the study on the characteristics of management in badminton towards becoming professional badminton sustainably revealed that: 1) leadership dimension included the creative idea of introducing innovative ways of management of the leader; to be visionary, to have a leadership of the organization, to be decisive, to develop the management model from foreign countries to adapt for use and to find capital and financial sponsors; 2) System dimension included the financial support system in the public and private sectors, the value-added system for sports personnel, and the system for sports tourism; 3) Human capital management dimension included human capital management and development for athletes, trainers, referees, and the team managers: the management of sports science and the management of the education system; 4) The government policy dimension included the policy and encouragement towards professional badminton, the participation between the government and supporters who promoted professional sports, and tax deduction for financial sponsors; 5) The sustainability of management dimension included achievement in the objectives of economic organizations and of social organizations.

The problems discovered from the research were budget problems, unequal development, education problems that do not support player development, and the lack of deep understanding and knowledge of badminton management towards becoming sustainable. This research also discovered solutions that required several parties to cooperate. The Badminton Association of Thailand, under the patronage of His Majesty the King, should continuously support any potential badminton club to train and develop badminton players. In the meantime, the government should endorse the policy to support the sponsors to invest in the sports industry and exercise the educational policy that fully supported the players.
