บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาองค์ประกอบสมรรถนะของบัณฑิตสาขาวิชานิติศาสตร์ และ 2. เพื่อพัฒนาตัวชี้วัดสมรรถนะของบัณฑิตสาขาวิชานิติศาสตร์ โดยใช้วิธีการวิจัยเชิงพรรณนาและศึกษาความสัมพันธ์เชิงโครงสร้าง กลุ่มตัวอย่างคือ 1) ผู้เชี่ยวชาญด้านกฎหมายที่ปฏิบัติงานในหน่วยงานภาครัฐ จำนวน 5 คน 2) ใช้บัณฑิตและบัณฑิตสาขาวิชานิติศาสตร์ที่ปฏิบัติงานในหน่วยงานของรัฐ จำนวน 504 คน และ 3) ผู้เชี่ยวชาญด้านการจัดการเรียนการสอนหลักสูตรนิติศาสตรบัณฑิต 5 คน เครื่องมือที่ใช้ในการวิจัยคือ 1) แบบสัมภาษณ์ผู้เชี่ยวชาญ 2) แบบสอบถาม และ 3) แบบประเมินความเหมาะสมของสมรรถนะและตัวชี้วัด การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจ และการวิเคราะห์องค์ประกอบเชิงยืนยัน

ผลการวิจัยพบว่า

1. สมรรถนะและตัวชี้วัดสมรรถนะของบัณฑิตสาขาวิชานิติศาสตร์ สามารถจำแนกสมรรถนะเป็น 2 ประเภท ได้แก่ 1) สมรรถนะหลัก 3 องค์ประกอบ 26 ตัวชี้วัด คือ องค์ประกอบที่ 1 ด้านคุณธรรมจริยธรรม 7 ตัวชี้วัด องค์ประกอบที่ 2 ด้านความสัมพันธ์ระหว่างบุคคล 12 ตัวชี้วัด และ องค์ประกอบที่ 3 ด้านเทคโนโลยีและการสื่อสาร 7 ตัวชี้วัด และ 2) สมรรถนะวิชาชีพ 6 องค์ประกอบ 60 ตัวชี้วัด คือ องค์ประกอบที่ 1 ด้านความรู้กฎหมายสารบัญญัติ 16 ตัวชี้วัด องค์ประกอบที่ 2 ด้านความรู้กฎหมายวิธีสบัญญัติ 12 ตัวชี้วัด องค์ประกอบที่ 3 ด้านความรู้กฎหมายเกี่ยวกับการปฏิบัติงานของเจ้าหน้าที่ 8 ตัวชี้วัด องค์ประกอบที่ 4 ด้านความรู้กฎหมายเกี่ยวกับการจัดซื้อจัดจ้าง 8 ตัวชี้วัด องค์ประกอบที่ 5 ด้านความรู้กฎหมายเกี่ยวกับการบริหารราชการแผ่นดินและข้าราชการพลเรือน 8 ตัวชี้วัด และองค์ประกอบที่ 6 ด้านความรู้กฎหมายเกี่ยวกับข้อมูลข่าวสารและดิจิทัล 8 ตัวชี้วัด
2. ผลการประเมินความเหมาะสมของสมรรถนะและตัวชี้วัดที่พัฒนาขึ้นพบว่า สมรรถนะหลัก สมรรถนะวิชาชีพ และตัวชี้วัดมีความเหมาะสมอยู่ในระดับดีถึงดีมาก

Abstract

The objectives of this research were:  1)to Study the competency components of  bachelor of law graduates and 2) to develop of indicators of bachelor of law graduate. The research was descriptive research using structural relationship models. The research samples were: 1) five legal experts working in government; 2) five hundred and four law’s stakeholder and law’s graduates in government; and 3) five experts of instructional management of bachelor degree program in the law curriculum. The research tools were: 1) expert interview sheets; 2) questionnaires; and 3) an evaluation form of competencies and indicators. The data were statistically analyzed by using content analysis, arithmetic mean and standard deviation, exploratory factor analysis and confirmatory factor analysis.

Findings of the research were as follows: 1. these competencies and Indicators of bachelor of law graduates were classified in to 2 categories; a) core competencies consisted of 3 items with 26 indicators which were 7 indicators for moral and ethics, 12 indicators for interpersonal relationship, 7 indicators for communication technology; b) professional competencies consisted of 6 items with 60 indicators which were 16 indicators for substantive law knowledge, 12 indicators for procedural law knowledge, 8 indicators for officer performance law knowledge, 8 indicators for public procurement and supplies administration law knowledge, 8 indicators for national government organization law and civil service law knowledge, and  8 indicators for official information law and digital law knowledge. 2. Results of the evaluation of the appropriate competencies and indicators of bachelor of law graduates that core competencies, professional competencies, and indicators were rated at the high level to the highest level.
