ความต้องการของประชาชนต่อผู้นำในอุดมคติตามหลักคุณธรรม จริยธรรมการปกครองของนายกองค์การบริหารส่วนตำบลสมอพลือ

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความต้องการของประชาชนต่อผู้นำในอุดมคติตามหลักคุณธรรม จริยธรรมการปกครองของนายกองค์การบริหารส่วนตำบลสมอพลือ ศึกษาเปรียบเทียบความต้องการของประชาชนจำแนกตามปัจจัยส่วนบุคคล ปัจจัยการรับรู้เรื่องคุณธรรม จริยธรรมการปกครองและปัจจัยการมีส่วนร่วมทางการเมือง และเสนอแนะแนวทางรูปแบบการพัฒนาผู้นำในอุดมคติตามหลักคุณธรรม จริยธรรมทางการปกครอง การวิจัยนี้ใช้วิธีวิจัยเชิงปริมาณ กลุ่มตัวอย่างได้จำนวน 345 คน เครื่องมือที่ใช้ในการศึกษา ได้แก่ แบบสอบถาม และวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA) และการวิเคราะห์ความแตกต่างเป็นรายคู่ด้วยวิธีของ Scheffé
ผลการศึกษา พบว่า กลุ่มตัวอย่างส่วนใหญ่เป็นเพศหญิง ผู้สูงอายุและวัยกลางคนตอนปลาย มีการศึกษาในระดับมัธยมศึกษาตอนปลายถึงระดับปริญญาตรี ประกอบอาชีพเกษตรกรรมและธุรกิจส่วนตัว มีรายได้ปานกลาง และมีการตั้งถิ่นฐานในพื้นที่มาเป็นเวลานานเกิน 30 ปี ซึ่งสะท้อนถึงความมั่นคงและความผูกพันกับพื้นที่ ในการศึกษาความต้องการของประชาชนต่อผู้นำในอุดมคติตามหลักคุณธรรม จริยธรรมการปกครองพบว่า การรับรู้เรื่องหลักคุณธรรมและจริยธรรมทางการปกครองอยู่ในระดับสูง โดยเฉพาะด้านจริยธรรมทางการเมืองที่อยู่ในระดับสูงที่สุด ขณะที่ด้านหลักธรรมาภิบาลประชาชนยังมีความเข้าใจในหลักนิติธรรมต่ำกว่าด้านอื่น ส่วนการมีส่วนร่วมทางการเมืองโดยรวมอยู่ในระดับมากโดยประชาชนให้ความสนใจและเข้าถึงข้อมูลข่าวสารได้ดี แต่ยังขาดประสบการณ์เชิงปฏิบัติในการมีส่วนร่วมโดยตรงกับองค์การบริหารส่วนตำบล สำหรับความต้องการต่อผู้นำในอุดมคติ พบว่า ประชาชนคาดหวังให้ผู้นำมีคุณธรรม จริยธรรมสูง มีภาวะผู้นำ สามารถบริหารงานตามหลักธรรมาภิบาล และมีทักษะด้านการบริหารจัดการอย่างมีประสิทธิภาพ การวิเคราะห์เปรียบเทียบปัจจัยส่วนบุคคล พบว่า เพศ อายุ การศึกษา รายได้ และระยะเวลาอยู่อาศัยไม่มีผลต่อความต้องการผู้นำ ยกเว้นอาชีพที่มีผลแตกต่างอย่างมีนัยสำคัญ ขณะเดียวกัน ระดับการรับรู้เรื่องหลักคุณธรรม จริยธรรม และปัจจัยการมีส่วนร่วมทางการเมืองของประชาชนที่แตกต่างกันส่งผลต่อความต้องการที่แตกต่างกัน โดยประชาชนที่มีการรับรู้สูงและมีส่วนร่วมทางการเมืองมาก จะต้องการให้ผู้นำมีคุณธรรม จริยธรรม และความสามารถในการบริหารจัดการสูงกว่ากลุ่มอื่น ดังนั้นผลการศึกษานี้ชี้ให้เห็นถึงความสำคัญของการส่งเสริมคุณธรรม จริยธรรม ภาวะผู้นำ และหลักธรรมาภิบาลในระดับท้องถิ่น อันจะช่วยยกระดับคุณภาพการบริหารและการพัฒนาชุมชนได้อย่างยั่งยืน

Abstract

The objectives of this research were (1) to study the needs of citizens for an ideal leader based on the principles of moral and ethical governance in the case of the Chief Executive of Smaphlue Subdistrict Administrative Organization; (2) to compare the needs of citizens classified by personal factors; and (3) to propose guidelines for the development model of the ideal leader in accordance with the ethical and moral principles of governance. This study employed a quantitative research method with a sample of 345 respondents. The research instrument was a questionnaire, and data were analyzed using frequency, percentage, Mean, Standard Deviation, t-test, one-way analysis of variance (ANOVA), and Scheffé’s post hoc test.
Findings revealed that most respondents were female, elderly and late middle-aged, with education ranging from upper secondary to bachelor’s degree, engaged mainly in agriculture and private business, and had long-term settlement in the community. Overall perception of the ethical and moral principles of governance was high, particularly political ethics at the highest level, while understanding of the rule of law was relatively lower. Political participation was at a high level resulting from interest and grid access to information, although direct involvement with the local administration remained limited. The public strongly needed leaders to demonstrate high morality and ethics, effective leadership, adherence to good governance, and strong managerial skills. Personal factors including gender, age, education, income, and daration of residence did not significantly affect expectations, except for occupation. Moreover, higher levels of moral-ethical perception and political participation were associated with greater needs of leadership qualities. The results underscore the importance of fostering morality, ethics, leadership, and good governance at the local level to enhance administrative quality and promote sustainable community development.
