กลยุทธ์การบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี ตามแนวคิดความเสมอภาคทางการศึกษา

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี ตามแนวคิดความเสมอภาคทางการศึกษา และ 2) พัฒนาและตรวจสอบกลยุทธ์การบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี ตามแนวคิดความเสมอภาคทางการศึกษา โดยใช้การวิจัยแบบผสมผสาน เป็นการวิจัยเชิงคุณภาพ และการวิจัยเชิงปริมาณ ผู้ให้ข้อมูล คือ ผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี จำนวน 199 คน โดยกำหนดขนาดตัวอย่างด้วยตารางของ Krejcie and Morgan เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม แบบสนทนากลุ่ม และแบบประเมินความเหมาะสมและความเป็นไปได้ สถิติที่ใช้ในการวิเคราะห์ คือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความต้องการจำเป็น และการวิเคราะห์เนื้อหา
ผลการวิจัย พบว่า
1) การบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี ตามแนวคิดความเสมอภาคทางการศึกษา สภาพปัจจุบันและสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมาก ปัจจัยภายนอกด้านที่มีค่าเฉลี่ยสูงที่สุด คือ การใช้สื่อ คลังสื่อ และแหล่งเรียนรู้ดิจิทัลอย่าง เสมอภาค เทคโนโลยีสารสนเทศ และวัฒนธรรมองค์การ ส่วนปัจจัยภายในด้านที่มีค่าเฉลี่ยสูงที่สุด คือ วัฒนธรรมองค์การ ค่าดัชนีความต้องการจำเป็นเท่ากับ .03 .04 และ .06
2)จุดแข็งของการบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี ตามแนวคิดความเสมอภาคทางการศึกษา คือ เทคโนโลยีสารสนเทศ และภาวะผู้นำการเปลี่ยนแปลง จุดอ่อน คือ งบประมาณที่ใช้ในการบริหารงาน การบริหารแบบมีส่วนร่วม วัฒนธรรมองค์การ แรงจูงใจในการปฏิบัติงาน และการพัฒนาบุคลากร ส่วนโอกาส คือ ด้านเศรษฐกิจ ด้านนโยบายและการเมือง ด้านสังคม และด้านเทคโนโลยี
3) กลยุทธ์การบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี ตามแนวคิดความเสมอภาคทางการศึกษา ประกอบด้วย 4 กลยุทธ์หลัก คือ (1) พัฒนาระบบบริหารโรงเรียนดิจิทัลเพื่อสร้างความเสมอภาคทางการศึกษา (2) พัฒนาสมรรถนะบุคลากรและการบริหารแบบมีส่วนร่วมเพื่อเพิ่มประสิทธิภาพการจัดการศึกษาและความเสมอภาคทางการศึกษา (3)เสริมสร้างประสิทธิภาพการบริหารเชิงกลยุทธ์และการจัดการทรัพยากรเพื่อรองรับการเปลี่ยนแปลง และ (4)พัฒนาระบบประกันคุณภาพและวัฒนธรรมองค์การเพื่อการพัฒนาอย่างยั่งยืนและความเสมอภาคทางการศึกษา กลยุทธ์ที่พัฒนาขึ้นได้รับการประเมินโดยผู้ทรงคุณวุฒิว่ามีความเหมาะสมและมีความเป็นไปได้ในระดับมากถึงมากที่สุด สามารถนำไปใช้เป็นแนวทางในการพัฒนาการบริหารโรงเรียนในยุคดิจิทัลเพื่อเสริมสร้างความเสมอภาคทางการศึกษาได้อย่างเป็นรูปธรรม

Abstract

This research aimed to 1) study management strategies of schools under the Kanchannaburi Primary Educational Service Area Office based on the concept of educational equality and 2) develop and validate management strategies of schools under the Kanchannaburi Primary Educational Service Area Office based on the concept of educational equality. A mixed-methods research approach was used, combining qualitative and quantitative research. Data providers were school administrators from 199 primary schools under the Kanchanaburi Primary Educational Service Area Office. The sample size was determined using the Krejcie and Morgan table. Research instruments included questionnaires, focus group discussions, and a feasibility and suitability assessment form. Statistical analyses included frequency, percentage, mean, standard deviation, needs analysis, and content analysis.
The research findings revealed that:
1) The administration of schools under the Kanchanaburi Primary Educational Service Area Office based on the concept of educational equality, in its current and desired state, is generally at a high level. The external factor with the highest average score is the equitable use of media, media libraries, and digital learning resources, information technology, and organizational culture. The internal factor with the highest average score is organizational culture. The needs index values are .03, .04, and .06, respectively. 2) The strengths of the administration of schools under the Kanchanaburi Primary Educational Service Area Office based on the concept of educational equality are information technology and transformational leadership. The weaknesses are budget used for administration, participatory management, organizational culture, work motivation, and personnel development. The opportunities include the economic, policy and political, social, and technological aspects. 3) Strategies for the administration of schools under the Kanchanaburi Primary Educational Service Area Office based on the concept of educational equality consist of 4 main strategies: (1) Developing a digital school management system to create educational equity; (2) Developing personnel competencies and participatory management to increase the efficiency of educational management and educational equity; (3) Strengthening the efficiency of strategic management and resource management to support change; and (4) Developing a quality assurance system and organizational culture for sustainable development and educational equity. The developed strategies were evaluated by experts as being highly appropriate and feasible, and can therefore be used as a guideline for developing school management in the digital age to enhance educational equity in a concrete way.
