บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1.เพื่อศึกษาสภาพปัญหาของกลุ่มนักเรียนไร้สัญชาติของของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา กาญจนบุรี และ 2. เพื่อนำเสนอแนวทางการพัฒนาระบบดูแลช่วยเหลือเพื่อการแก้ไขปัญหานักเรียนไร้สัญชาติของของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา กาญจนบุรี กลุ่มตัวอย่างเลือกแบบเจาะจง ได้แก่ ผู้บริหาร ครูผู้ดูแลระบบดูแลช่วยเหลือนักเรียน และครูประจำชั้น จำนวน 408 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย 1.แบบสอบถามสภาพปัญหากลุ่มนักเรียนไร้สัญชาติ และ 2.แบบสัมภาษณ์ที่มีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1.สภาพปัญหากลุ่มนักเรียนไร้สัญชาติ ด้านการศึกษาภาพรวมมีปัญหาอยู่ในระดับมาก (x ̅= 4.53, S.D. = 0.66) มีปัญหาอยู่ในระดับมากที่สุด คือ ขาดโอกาสในการศึกษาต่อในระดับที่สูงขึ้น (x ̅= 4.66, S.D. = 0.47) ไม่มีเงินในการซื้อแบบเรียน เสื้อผ้า อาหาร รวมทั้งค่าพาหนะเดินทาง (x ̅= 4.65, S.D. = 0.65) ด้านตัวนักเรียนและครอบครัว ภาพรวมมีปัญหาอยู่ในระดับมาก (x ̅= 4.47, S.D. = 0.61) มีปัญหาอยู่ในระดับมากที่สุดคือ ที่อยู่อาศัยอยู่ห่างไกลทำให้การเดินทางมาเรียนยากลำบาก (x ̅= 4.85, S.D. = 0.36) เข้าเรียนตอนอายุมากกว่าเกณฑ์ที่กำหนด และต้องออกกลางคันด้วยปัญหาต่างๆ (x ̅= 4.74, S.D. = 0.44) ตามลำดับ 2. แนวทางการพัฒนาระบบดูแลช่วยเหลือเพื่อการแก้ไขปัญหานักเรียนไร้สัญชาติในด้านการศึกษา ได้แก่ 1.สร้างการมีส่วนร่วมจากหน่วยงานที่เกี่ยวข้องทั้งภาครัฐและเอกชน2.การบริหารงานขององค์กรของรัฐในระดับนโยบาย สำนักงานเขตพื้นที่การศึกษาฯ จะต้องให้ความเสมอภาคกับนักเรียนไร้สัญชาติโดยเท่าเทียม 3. โรงเรียนหรือหน่วยงานที่เกี่ยวข้อง ควรมีการส่งเสริมทักษะการปฏิบัติงานของครูหรือบุคคลากรที่ดูแลงานระบบดูแลช่วยเหลือนักเรียนไร้สัญชาติให้มีความรู้ความสามารถในการปฏิบัติงานมากขึ้น ด้านตัวนักเรียนและครอบครัว แนวทางการพัฒนา 1.แนวทางการดำเนินงาน โรงเรียนอาจจะใช้วิธีการเก็บสถิติการมาโรงเรียน มีกิจกรรมการไปพบนักเรียนและผู้ปกครอง โดยใช้ล่ามอาสา 2.โรงเรียนควรมีกิจกรรมที่สร้างความรู้ความเข้าใจเพื่อให้ผู้ปกครองตระหนักและเห็นความสำคัญของการศึกษา 3. โรงเรียนต้องสร้างความเข้าใจของการอยู่ร่วมกันอย่างให้เกียรติ ไม่ดูหมิ่น เหยียดหยาม ที่นักเรียนปกติควรแสดงต่อนักเรียนที่อยู่ในกลุ่มเสี่ยง กลุ่มพิเศษ

Abstract

This research has two objectives: 1. to study the problem situation of stateless students in schools under the Primary Educational Service Area Office, Kanchanaburi, and 2. to present guidelines for developing student support system for Stateless Students in Schools under The Primary Educational Service Area Office, Kanchanaburi. The sample group was purposefully selected, including administrators, teachers taking care of students and classroom teachers. Number of people: 408 people. The tools used in this research include: 1. a questionnaire about the problems of stateless students; and 2. a structured interview form. Statistics used in data analysis are frequency, percentage, Mean, standard deviation, and content analysis.
The research results found that:
Problems in stateless student groups In the overall education aspect, there
were Problems at a high level (x ̅= 4.53, S.D. = 0.66). The problem at the highest level was the lack of opportunities for further education at a higher level (x ̅= 4.66, S.D. = 0.47). No money to buy textbooks, clothes, food, and transportation (x ̅= 4.65, S.D. = 0.65) On the student and family sides Overall, there are problems at a high level (x ̅= 4.47, S.D. = 0.61). There are problems at the highest level. Living far away makes traveling to study difficult (x ̅= 4.85, S.D. = 0.36). Entering school at an age older than the specified age. and had to drop out due to various problems (x ̅= 4.74, S.D. = 0.44), respectively.

Guidelines for developing student support system for stateless students in schools. 2.1 The aspect of education 1. Creating participation from relevant agencies, both public and private. 2. The management of government organizations at the policy level. The Educational Service Area Office must be equal to the equality given to stateless students. 3. Schools or related agencies, the work skills of teachers or personnel in charge of the stateless student assistance system should be promoted to increase their knowledge and ability to do their jobs. 2.2 The aspect of student and family sides Development guidelines; 1. Operational guidelines Schools may use methods to collect school attendance statistics. There are activities to meet students and parents, by using volunteer interpreters. 2. The school should have activities that create knowledge, understanding and see the value education. 3. Schools must create an understanding of how to live together with respect, not disrespect, normal students should show to students in at-risk groups or special groups.
