บทคัดย่อ

     การศึกษานี้เป็นการวิจัยเชิงพรรณนา มีวัตถุประสงค์เพื่อศึกษาสภาพความเหมาะสมในการดำเนินการของ ระบบการตรวจราชการ ของ กระทรวงศึกษาธิการ และเพื่อศึกษาแนวทางการพัฒนาระบบการตรวจราชการของกระทรวงศึกษาธิการ ผู้วิจัยเก็บข้อมูลเชิงปริมาณเกี่ยวกับภาพความเหมาะสมของระบบการตรวจราชการจากผู้บริหารสถานศึกษาที่ได้รับการตรวจราชการในปีงบประมาณ พ.ศ. 2565 จำนวน 247 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถามแบบมาตรประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ร้อยละ และส่วนเบี่ยงเบนมาตรฐานผู้วิจัยได้ศึกษาแนวทางการพัฒนาระบบการตรวจราชการ ผู้วิจัยใช้แบบสัมภาษณ์แบบมีโครงสร้าง ผู้ให้ข้อมูลสำคัญ คือ ผู้ตรวจราชการกระทรวงศึกษาธิการทุกเขตตรวจราชการจำนวน 10 คน ผลการวิจัย  พบว่า  สภาพความเหมาะสมของระบบการตรวจราชการกระทรวงศึกษาธิการในภาพรวมและรายด้านทุกด้านมีความเหมาะสมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน  พบว่า  ด้านที่มีค่าเฉลี่ยมากที่สุด ได้แก่ ด้านสภาพแวดล้อม ส่วนข้อที่มีค่าเฉลี่ยความเหมาะสมน้อยที่สุด คือ ด้านผลผลิต  สำหรับข้อเสนอแนวทางการพัฒนาระบบการตรวจราชการของกระทรวงศึกษาธิการ ได้แก่ 1) การปรับปรุงระเบียบว่าด้วยการตรวจราชการ การติดตามประเมินผลการจัดการศึกษา ของกระทรวงศึกษาธิการ พ.ศ. 2560  2) การแต่งตั้งผู้ตรวจราชการกรมประจำส่วนราชการในสังกัดกระทรวงศึกษาธิการ 3) การพัฒนาสมรรถนะของบุคลากรในระบบตรวจราชการ 4) การปรับปรุงระบบ e-Inspection โดยเชื่อมโยงข้อมูลกับส่วนราชการในสังกัดกระทรวงศึกษาธิการและนำมาใช้ในการรายงานผลการตรวจราชการ 5) จัดทำคู่มือการตรวจราชการ        6) เพิ่มการมีส่วนร่วมของผู้ตรวจราชการในการจัดทำแผนการตรวจราชการและเครื่องมือเก็บข้อมูล และ 7) การเผยแพร่รายงานผลการตรวจราชการและข้อสั่งการของรัฐมนตรีต่อสาธารณะ

Abstract

     This descriptive research serves two purposes; 1) to examine the suitability conditions of the operation of the Ministry of Education’s inspection system; and 2) to study the guidelines for the development of the ministry’s inspection system across four aspects: environment; input, process and output. The population used for quantitative data collection was 840 educational institute administrators who had undergone inspection in fiscal year 2022, with a simple random sample of 247 participants. The instrument used to collect data was a Likert questionnaire. The data were analyzed by descriptive statistics, including mean and standard deviation.  The key informants used for collecting qualitative data were ten inspector generals of the Ministry of Education. The instrument was a structured interview form.  The results indicated a moderate level of suitability conditions for the Ministry of Education’s inspection system as a whole and within each aspect. It was found that the environment aspect received the highest average rating while the output aspect received the lowest. Based on the findings, the proposals for developing the inspection system of the ministry of Education were as follows: 1) Improve the regulations on inspection, monitoring and evaluation of educational management of the Ministry of Education in 2017 2) Appoint inspector generals for every department of the ministry. 3) Develop the competencies of personnel and officials. 4) Improve e-Inspection system through comprehensive information linkage and seamlessly integrate it into the reporting process. 5) Create an inspection manual. 6) Increase the participation of inspector generals in the process of creating inspection plans and designing data collecting forms. In addition, 7) inspection reports and the Minister’s order should be published.
