บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อเปรียบเทียบปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ อาชีพ ศาสนา รายได้ กับทัศนคติของประชาชนที่มีต่อประกาศกระทรวงสาธารณสุข เรื่อง การตรวจและรับคำปรึกษาทางเลือกในการยุติการตั้งครรภ์ ตามมาตรา 305 (5) แห่งประมวลกฎหมายอาญา พ.ศ. 2564 2) เพื่อศึกษาความสัมพันธ์ระหว่างการกล่อมเกลาทางสังคมกับทัศนคติของประชาชนต่อที่มีต่อประกาศกระทรวงสาธารณสุข เรื่อง การตรวจและรับคำปรึกษาทางเลือกในการยุติการตั้งครรภ์ ตามมาตรา 305 (5) แห่งประมวลกฎหมายอาญา พ.ศ. 2564 และ 3)เพื่อเสนอแนะแนวทางการสร้างการยอมรับต่อประกาศกระทรวงสาธารณสุข เรื่อง การตรวจและรับคำปรึกษาทางเลือกในการยุติการตั้งครรภ์ ตามมาตรา 305 (5) แห่งประมวลกฎหมายอาญา พ.ศ. 2564 ซึ่งเป็นวิจัยเชิงปริมาณ และใช้แบบสอบถาม เป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยมีกลุ่มผู้ให้ข้อมูลคือประชาชนที่อาศัยอยู่ใน อำเภอเมือง จังหวัดจันทบุรี อายุ 15 ปีขึ้นไป จำนวน 384 คน สถิติที่ใช้ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สหสัมพันธ์ของเพียร์สัน
ผลการศึกษาพบว่า 1) ปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ อาชีพ ศาสนา แตกต่างกัน มีผลต่อทัศนคติของประชาชนที่มีต่อประกาศกระทรวงสาธารณสุข เรื่อง การตรวจและรับคำปรึกษาทางเลือกในการยุติการตั้งครรภ์ ตามมาตรา 305 (5) แห่งประมวลกฎหมายอาญา พ.ศ. 2564 แตกต่างกัน ส่วนปัจจัยส่วนบุคคลด้าน รายได้ ที่แตกต่างกัน มีทัศนคติต่อประกาศกระทรวงสาธารณสุข เรื่อง การตรวจและรับคำปรึกษาทางเลือกในการยุติการตั้งครรภ์ ตามมาตรา 305 (5) แห่งประมวลกฎหมายอาญา พ.ศ. 2564 ที่ไม่แตกต่างกัน 2) ปัจจัยการกล่อมเกลาทางสังคม มีผลเชิงบวกต่อทัศนคติที่มีต่อประกาศกระทรวงสาธารณสุข เรื่อง การตรวจและรับคำปรึกษาทางเลือกในการยุติการตั้งครรภ์ ตามมาตรา 305 (5) แห่งประมวลกฎหมายอาญา พ.ศ. 2564 แตกต่างกัน 3) ข้อเสนอแนะจากงานวิจัย ได้แก่ ภาครัฐควรสร้างความเข้าใจให้กับประชาชนผ่านสื่อต่างๆให้มากที่สุดเพื่อสร้างความเข้าใจเกี่ยวกับกฏหมาย และภาครัฐควรป้องกันและแก้ไขปัญหาที่ต้นเหตุเพื่อให้การบังคับใช้กฎหมายเกิดประสิทธิภาพ

Abstract
The objectives of this research were: 1) to compare personal factors, including gender, age, occupation, religion, income, with people’s attitudes towards the Ministry of Public Health announcement regarding examination and counseling for options for terminating pregnancy according to Section 305 (5) Criminal Code B.E. 2021 2) to study the relationship between socialization and people’s attitude towards the Ministry of Public Health announcement regarding examination and counseling on options for terminating pregnancy; and 3) to suggest guidelines for creating acceptance of the Ministry of Public Health announcement regarding examination and counseling on options for terminating pregnancy according to Section 305 (5) of the Criminal Code B.E. 2021. The research was a quantitative research, utilizing questionnaires as a tool for collecting data. The samples were people living in Mueang District, Chanthaburi Province, aged 15 years and over, totaling 384 people. Statistical techniques were frequency, percentage, Mean, standard deviation, and Pearson’s correlation.
The results of the study found: 1) Personal factors, including gender, age, occupation, and religion, had effects on people’s attitudes towards the announcement of the Ministry of Public Health regarding examination and counseling for options for terminating pregnancy according to Section 305 (5) of the Criminal Code B.E. 2021, but personal factor in term of income had no effects on people’s attitudes towards the announcement of the Ministry of Public Health regarding examination and counseling for options for terminating pregnancy according to Section 305 (5) of the Criminal Code B.E. 2021; 2) Socialization factors had a positive effect on the attitude towards the announcement of the Ministry of Public Health; 3) Suggestions from the research were that the government should create understanding among the people through various media in order to improve their understanding the laws and the government sector should prevent and solve problems at their root causes in order to ensure effective law enforcement.
