บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาที่เกิดจากการบังคับใช้กฎหมายควบคุมอาคาร พ.ศ. 2522 และข้อบัญญัติกรุงเทพมหานคร เรื่องควบคุมอาคาร ของประชาชนที่อาศัยอยู่ในเขตบางกอกน้อย แขวงบางขุนนนท์จังหวัดกรุงเทพมหานคร และ (2) ศึกษาถึงความพึงพอใจของประชาชนในการได้รับบริการการขออนุญาตปลูกสร้างอาคาร ผลการศึกษาที่ได้สามารถนำไปใช้เป็นแนวทางในการปรับปรุงคุณภาพการให้บริการ การวิจัยเชิงปริมาณนี้ ได้ทำการเก็บข้อมูลจากแบบสอบถาม ที่มีคำถามชนิดปลายปิด (Closed Ended Questionnaires) จากกลุ่มประชาชนผู้มาใช้บริการ จำนวน 99 คน ในระหว่าง เดือนกรกฎาคม 2565 ถึง เดือนมิถุนายน 2566 ผลการวิจัยพบว่า 1.) ปัญหาที่เกิดจากการบังคับใช้กฎหมายควบคุมอาคาร พ.ศ. 2522 และข้อบัญญัติกรุงเทพมหานคร เรื่องควบคุมอาคารคือ 1.1) ไม่มีแบบแปลน/ขาดความรู้ด้านการเขียนแบบและไม่ทราบว่าต้องการใช้เอกสารใดบ้าง ร้อยละ 14.10; 1.2) ก่อสร้างอาคารผิดแบบแปลนที่ได้รับอนุญาตและไม่ทราบว่าต้องขออนุญาตรื้อถอน ร้อยละ 11.10; 1.3) รื้อถอนอาคารโดยไม่ได้ขออนุญาต ร้อยละ 10.10; 2.) ด้านความพึงพอใจของประชาชนต่อการให้บริการขออนุญาตปลูกสร้างอาคาร 2.1) ด้านค่าธรรมเนียมที่เรียกเก็บ ในภาพรวมอยู่ในระดับมาก (3.94); 2.2) ด้านความรวดเร็ว ในภาพรวมอยู่ในระดับมาก (3.70); 2.3) ด้านการบริการของเจ้าหน้าที่ ในภาพรวมอยู่ในระดับมาก (4.04); 2.4) ด้านกระบวนการขั้นตอนการให้บริการ ในภาพรวมอยู่ในระดับมาก (3.89)

Abstract

The objectives of this Research were (1) to study problems occurred from enforcement of the Building Control Act B.C.1979 and BMA Legislations; Subject: Building Control of People Residing in Bang Khun Non Sub-district, Bangkok Noi District, Bangkok; and (2) to study the satisfaction of people in receiving services relating to the application for building construction licenses. The study results could be used as guidelines for improvement of service quality provision. The closed ended questionnaires were used as a tool to collect data for this quantitative research. The sample size was 99 people who came to use services of Bangkok Noi District during July 2022 and June 2023. The research results indicated that 1) problems occurred from enforcement of the Building Control Act B.C.1979 and BMA Legislations; Subject: Building Control; 1.1) No building plan/lack of knowledge on draftsmanship and lack of knowledge on documents required (14.10%); 1.2) Construction of building was not in accordance with the approved building plan and lack of knowledge on application for demolition licenses (11.10%); 1.3) Building demolition without application for permission (10.10%); 2) Satisfaction of people in the service provision relating to the application for building construction licenses; 2.1) on the amount of fees, the overview thereof was at an excellent level (3.94); 2.2) on the responsiveness, the result was at an excellent level (3.70); 2.3) on services of staff, the outcome was at an excellent level (4.04); 2.4) on processes of service provision, it was at an excellent level (3.89).
