บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1. เพื่อศึกษาประสิทธิผลการนำนโยบายการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้า 2. เพื่อศึกษาปัจจัยที่มีผลต่อประสิทธิผลการนำนโยบายการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้าและ 3. เพื่อเสนอแนวทางการพัฒนาที่จะเพิ่มระดับประสิทธิผลการนำนโยบายการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้า

การวิจัยนี้เป็นการวิจัยเชิงปริมาณ ประชากรการวิจัย คือ ผู้เข้าใช้บริการร้านอาหารในห้างสรรพสินค้า โดยกำหนดพื้นที่ศึกษา คือ ห้างสรรพสินค้าย่านราชประสงค์ ราชดำริ และปทุมวัน ซึ่งไม่สามารถทราบจำนวนประชากรที่แน่นอนโดยกลุ่มตัวอย่างการวิจัย 400 คน โดยมีแบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล สถิติที่ใช้ประกอบด้วย สถิติเชิงพรรณนา ได้แก่ ร้อยละ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน ได้แก่ สัมประสิทธิ์สหสัมพันธ์เพียร์สัน และ การวิเคราะห์สมการถดถอยพหุแบบขั้นตอน (Stepwise)

ผลการศึกษาพบว่า ระดับประสิทธิผลการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้าอยู่ในระดับมาก และปัจจัยที่มีผลต่อประสิทธิผลการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้า พบว่า ปัจจัยด้านกลุ่มเป้าหมายของผู้ใช้บริการ และปัจจัยด้านการติดตามผลของภาครัฐ ส่งผลเชิงบวก และ สามารถนำมาพยากรณ์ประสิทธิผลการนำนโยบายการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้าอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

ข้อเสนอแนะในการวิจัยครั้งนี้ประกอบด้วย (1) ภาครัฐควรมีการกำหนด นโยบายการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 อย่างชัดเจน และทันสถานการณ์ตลอดเวลา (2) ภาครัฐควรมีการศึกษาถึงผลกระทบต่อมาตรการที่ผู้ประกอบต้องปฏิบัติ และควรมีการปรับแก้ หรือมีมาตรการชดเชย เพื่อให้สถานประกอบการมีผลกระทบน้อยที่สุด และยังคงสามารถรักษากิจการไว้ได้ (3) ผู้ประกอบการร้านอาหารควรสร้างความเชื่อมั่นและความมั่นใจในสุขลักษณะให้แก่ผู้เข้าใช้บริการร้านอาหาร เช่น ความสะอาดภายในพื้นที่ร้านอาหาร อุปกรณ์การรับประทานอาหาร รวมถึงการอบรมบุคลากรของทางร้านให้มีมาตรฐานและความสะอาด สำหรับข้อเสนอในการทำวิจัยครั้งต่อไปควรศึกษาเกี่ยวกับองค์ประกอบด้านอื่นๆ ที่สามารถจะส่งผลต่อประสิทธิผลการนำนโยบายการป้องกัน และควบคุมการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติในกรณีธุรกิจร้านอาหารในห้างสรรพสินค้า เพื่อให้งานวิจัยมีความสมบูรณ์มากขึ้นกว่าเดิม

Abstract

The objectives of this research were: 1) to study effectiveness of implementing the prevention and control of the Coronavirus desease 2019 policy in the case of restaurants businesses in shopping malls; 2) to study the factors affecting effectiveness of implementing the prevention and control of the Coronavirus desease 2019 policy in the case of restaurants businesses in shopping malls; 3) to propose development guidelines that will increase the level of effectiveness of policy implementation in organizing the restaurant businesses in shopping malls.

This research was quantitative research and the research population was the customers of restaurants in shopping malls in Ratchaprasong, Ratchadamri and Pathumwan areas. According to unknown number of population, the sample was 400 people and collected data by using a questionnaire. Descriptive statistics utilized in the study was frequency, percentage, mean and standard deviation, and inferential statistics was Pearson’s correlation coefficient analysis and multiple regression (Stepwise).

The results showed that the level of effectiveness of implementing the prevention and control of the Coronavirus desease 2019 policy in the case of restaurants businesses in shopping malls was at a high level and factors effectiveness of implementing the prevention and control of the Coronavirus desease 2019 policy in the case of restaurants businesses in shopping malls were the target group of service users and government monitoring factors had positive effect and could jointly predicted effectiveness of implementing the prevention and control of the Coronavirus desease 2019 policy in the case of restaurants businesses in shopping malls with a statistical level of confidence at .05.

The suggestions were as follows: (1) The government should have an clearly protection policy in order to control the epidemic of coronavirus 2019 with the situation in time; (2) The government should study the impact of the measures that entrepreneurs must implement and should have the policy to compensate to business sectors in order to minimize the impact to economic that might happen. It will help the entrepreneurs to maintain their businesses; (3) The entrepreneurs of restaurant businesses should build trust and confidence in hygiene of their restaurant guests, such as cleanliness of the restaurant, dining equipment, including training the staff to have standards and cleanliness at all times. The suggestion for future studies were that futher research should study other elements that can affect the Effectiveness of Implementing the Prevention and Control of the Coronavirus Desease 2019 Policy in the case of Restaurants Businesses in Shopping Malls in order to make the research more complete in all aspects.
