บทคัดย่อ

เนื่องจากการออกใบรับรองการตรวจสอบอาคาร (ร.1) ขององค์การบริหารส่วนตำบลบางแม่นาง จังหวัดนนทบุรี ประเทศไทย ให้แก่เจ้าของอาคารพบว่าเจ้าของอาคารนั้นไม่สามารถส่งรายงานของการตรวจสอบอาคารตามระยะเวลาที่กำหนดได้ นำมาสู่การศึกษาเรื่องนี้ ซึ่งมีวัตถุประสงค์เพื่อศึกษาปัญหาและอุปสรรคของเจ้าของอาคารในการรับการตรวจสอบอาคาร ในการปฏิบัติตามกฎกระทรวงกำหนดประเภทของอาคารที่ต้องจัดให้มีผู้ตรวจสอบ พ.ศ. 2548

การศึกษานี้ ใช้วิธีการวิจัยเชิงสำรวจ และการเก็บข้อมูลด้วยแบบสอบถามจากเจ้าของอาคารที่ได้รับใบรับรองการตรวจสอบอาคาร (ร.1) จากองค์การบริหารส่วนตำบลบางแม่นาง ซึ่งมีจำนวน 12 ท่าน ซึ่งผู้วิจัยจะทําการแจกแบบสอบถามพร้อมทั้งอธิบายข้อคำถามด้วยตนเองแก่เจ้าของอาคาร จากนั้นเก็บแบบสอบถามที่กรอกเสร็จแล้วในทันที ข้อมูลที่ศึกษาแบ่งเป็น 3 ประเด็น คือ 1) ความคิดเห็นเกี่ยวกับความรู้ความเข้าใจในของการตรวจสอบอาคาร 2) ความคิดเห็นเกี่ยวกับปัญหาและอุปสรรคของการตรวจสอบอาคาร และ 3) ความคิดเห็นการแก้ไขปัญหาของการตรวจสอบอาคาร

ผลการศึกษาพบว่าระดับคะแนนความคิดเห็นของเจ้าของอาคารในประเด็นต่างๆ จากคะแนนเต็ม 5 คะแนน มีดังต่อไปนี้ 1) ประเด็นความรู้ความเข้าใจของการตรวจสอบอาคารอยู่ในระดับปานกลาง (2.88) และ มีคะแนนในประเด็นย่อยสูงสุด คือ – ต้องมีการตรวจสอบการวิบัติของโครงสร้างอาคาร (3.92) 2) ประเด็นปัญหาและอุปสรรคในการตรวจสอบอาคารอยู่ในระดับปานกลาง (2.76) – การตรวจสอบอาคารมีค่าใช้จ่ายมากเกินไป (3.83) 3) ประเด็นการแก้ไขปัญหาของการตรวจสอบอาคารอยู่ในระดับมาก (3.82) – เมื่อตรวจสอบอาคารแล้วถ้าอาคารไม่ถูกต้องตามกฎหมายเจ้าของอาคารพร้อมที่จะทำการแก้ไข (4.08)

Abstract

This research was based on the finding of a building inspection certificate (Ror.1) issued by the Bang Mae Nang Subdistrict Administration, Nonthaburi Province, Thailand, to a building owner. It was found that the building owner was unable to submit the report of the building inspection within the specified period. The aim of this study was to identify the problems and obstacles encountered in arranging building inspection to comply with the Ministerial Regulations of B.E. 2548, which prescribes the type of buildings that must be inspected.

This study was a survey research and questionnaires were used as the research instrument. The questionnaires were completed by 12 building owners who already received building inspection certificates from the Bang Mae Nang. The questionnaires were delivered and explained to each building owner by the researcher. Then, the questionnaires were collected immediately after being completed by the building owners. The studied data consisted of 3 aspects which were: 1) knowledge and understanding of building inspection; 2) problems and obstacles related to building inspections; and 3) ways to solve problems related to the inspections.

The 5-point Likert scale was used to assess each aspect in the questionnaires. The results could be concluded as follows: 1)the knowledge and understanding of building inspection was moderate level (2.88) with the highest score for this sub aspect, “Must be examined for failure of the building structure” (3.92); 2) the problems and obstacles related to building inspections was also moderate level (2.76) with the highest score for this sub aspect, “Building inspection fee is too expensive” (3.83); and 3) the understanding how to solve problems connected with building inspections was high level (3.82) with the highest score for this sub aspect, “When checking the building, if the building is illegal, the building owner is ready to make corrections” (4.08).
