The competition between enterprises in mordern society is increasingly manifested as the competition of human resources, which is regarded as the most valuable strategic resource. More and more enterprises are beginning to look at personnel management issues from a strategic perspective, beginning to integrate human resources strategy into the overall strategic system of the enterprise, beginning to think about how to start from the overall strategy of the enterprise, formulate the corresponding human resources strategy, through the appropriate human resources policy to the enterprise belongs to the human resources for reasonable allocation, use and development, to establish and improve the quality of staff competence, to meet the needs of employees, improve employee. It will enable the company to enhance its competitiveness and achieve long-term development.

As an old state-owned construction enterprise in Jiangsu Province, Company Zhengtai Group Co., Ltd. has to maintain its market advantage in the fierce market competition while gradually expanding new business market areas; how to avoid possible human resource crisis, improve the quality of staff competence and meet the demand for personnel in the corporate strategy. This is an urgent problem for the managers of Company Zhengtai Group Co., Ltd to solve. This paper takes Zhengtai Group Co., Ltd. company as the research object, takes Zhengtai Group Co., Ltd. company’s human resource strategy as the research content, based on human resource management, human resource strategy and the human resource strategy theory of the construction industry where Zhengtai Group Co., Ltd.company is located as the guidance, analyses the gap between the current situation of human resources of Zhengtai Group Co., Ltd. company and the development strategy of the enterprise, researches and formulates the corresponding human resource strategy to match with the company strategy, explains a series of human resources including the acquisition, maintenance, development and reduction plan of human resources. A series of HR strategy implementation plans, including HR acquisition, retention, development and reduction plans, are presented, and further safeguards are proposed.

The main research methods of this paper include literature research method, case study method and interview method. The paper clarifies the ideas for the future human resources development of Zhengtai Group Co., Ltd. company from the strategic perspective, formulates human resources development objectives and strategies based on the actual company, open the allocation of human resources of the enterprise, enhances the ability of the enterprise to cope with the external market environment, and thus strengthens the competitiveness of the enterprise.
