การบริหารงานและควบคุมโครงการก่อสร้าง เทศบาลตำบลตันหยงมัส อำเภอระแงะ จังหวัดนราธิวาส

บทคัดย่อ

     เทศบาลตำบลตันหยงมัส เป็นรูปแบบหนึ่งของการปกครองส่วนท้องถิ่น ที่มีการจัดตั้งขึ้นตามพระราชบัญญัติเทศบาล มีอำนาจหน้าที่ในการจัดการบริการสาธารณะ โครงสร้างพื้นฐานให้แก่ประชาชนในเขตเทศบาล ซึ่งมีความเกี่ยวข้องกับความมั่นคงแข็งแรงและความปลอดภัยในการจัดทำโครงการนั้น เพื่อรองรับการขยายตัวของชุมชนรวมไปถึงการรองรับภารกิจถ่ายโอนต่างๆจากกรมส่งเสริมการปกครองส่วนท้องถิ่น เนื่องจากภารกิจหรืองานที่เทศบาลดำเนินการ จะต้องดำเนินการตามหลักวิศวกรรมและดำเนินการตามกฎหมายรวมไปถึงระเบียบที่เกี่ยวข้อง จึงจำเป็นต้องมีการบริหารงานและควบคุมโครงการก่อสร้างให้เป็นไปด้วยความถูกต้อง ในแต่ละปีงบประมาณ เทศบาลมีการดำเนินการก่อสร้างโครงการจากแผนพัฒนาเทศบาลซึ่งโครงการดังกล่าวเกิดจากการประชาคมเพื่อพิจารณาโครงการจากความต้องการของประชาชนแล้วนำมาลำดับความสำคัญของโครงการจากนั้น ฝ่ายวิศวกรรม กองช่างเทศบาลดำเนินการสำรวจ ออกแบบประมาณรางานก่อสร้างเพื่อบรรจุในเทศบัญญัติงบประมาณประจำปี จากนั้นนำเข้าที่ประชุมสภาเทศบาลเพื่อขออนุมัติดำเนินการ ตามระเบียบพัสดุ เป็นรายปีงบประมาณ ทางผู้จัดทำจึงได้ทำหน้าที่ผู้บริหารงานและควบคุมโครงการก่อสร้างของเทศบาลตันหยงมัสตำแหน่งงานที่ทำเกี่ยวกับการบริหารและควบคุมงานโครงการ ได้ดำเนินการตามมาตรฐานกำหนดตำแหน่ง ผู้อำนวยการกองช่าง ระดับกลาง

Abstract

Tanyong Mas Sub-District Municipality Office is regarded as an organization under the local government based on the Municipal Act. It has the authority to manage public services and basic infrastructure for residents of the municipality, including stability and safety in regards to developing a project with the aim of fostering community growth, as well as fostering delegated responsibilities obtained from the Department of Local Administration. The missions and tasks that are under the Municipality Office’s oversight and must adhere to engineering principles and relevant regulations. The administration and supervision of the construction must be carried out flawlessly. The Municipality Office manages construction projects according to its development plan each fiscal year. The congregation developed this initiative by taking into account the requests of the general public and ranking those needs in order of importance. The engineering department of the municipal technician division then researched, designed, and estimated the project’s budget to be included in the annual budget ordinance before presentation to the municipal council meeting to for project approval with regards to the fiscal year’s parcel regulation. The author was in charge of managing and overseeing the construction project for the Tanyong Mas Sub-District Municipality. The middle level director of engineering division role’s positioning standard is linked to the position related to administration and supervision.
